Counc
il Member Spease believed this would be a program that Homeowners Associations (HOAs) would have an interest in the future.
St
aff noted the program would be promoted through City departments providing outreach to local businesses, the program was intended for exterior of buildings and would require sign-off by property owners, program signage was included (and the combination of signage and cameras was hoped to serve as an additional deterrent), and the cameras were not monitored, but as outlined in the MOU, the cameras would be activated in response to a call for service / incident.

PUBL
IC COMMENT:
Mark
Graham believed the 3 minute speaker limit under the Rules of Procedure should be clarified to denote the time was allotted per person, per agenda item, not per meeting.
Mr. Graham believed the Planning Commission should also be designated to receive remote oral public comment.
The C
ity Council deliberated on the matter, and concurred the Rules of Procedure could be amended to clarify the practice of the City Council to date, which has allowed public comments by individuals per agenda item (and has never limited an individual to only speaking for 3 minutes per meeting). Concerns were raised that the remote forum could present abuses with intent to disrupt a meeting, but noted if issues arose those would be addressed if they occur.
