Overnight Road Work Ahead
The Public Works Department is deploying an innovative roadway treatment next week called Partial Depth Recycling with Foamed Asphalt (PDR-FA) to Laguna Boulevard (eastbound and westbound) from Bruceville Road to Laguna Springs Drive. This sustainable technique helps extend the life of our roads while reducing material waste and construction impacts. Work will occur nightly through June 18 from 8 p.m. – 5 a.m. Drivers can expect lane closures, short delays and minor detours during these hours.
Community Blood Drive
The City employee-led Community Action Network (EG CAN) has partnered with Vitalant to promote a Community Blood Drive on Thursday, June 18, from 11 a.m. to 5 p.m. at District56. This event will bolster donations when the need is higher over the summer months. To schedule an appointment, call 877-258-4825 and reference blood drive code 10054564, or use the online appointment link available on our website.
Get Ready for a Paw-esome Time
The Wag-n-Walk is returning to The Preserve at District56 on Friday, June 19 from 5-7 p.m. Visitors can enjoy a variety of dog- centered activities and join their friends and neighbors for the 1.6 mile walk around the property. Pet Club will offer goodie bags and the Elk Grove Animal Services team will be there offering free microchipping, scanning, pet tags, and other resources. You could even adopt a new friend! https://elkgrove.gov/city-manager/city-manager-updates 1/5 Fireworks Enforcement Campaign Begins
The City and Cosumnes CSD are working together to launch the fireworks education and enforcement campaign in advance of the Independence Day holiday. Messaging has started rolling out in local bars and restaurants, on social media, and in print about the potential dangers and penalties associated with the use and possession of illegal fireworks. The “Don’t Blow Your Summer Budget” campaign will emphasize how property owners and tenants can be cited and fined up to a maximum of $10,000 for setting off illegal fireworks or for illegal fireworks used at their property.
To reduce the danger and give residents a chance to safely dispose of illegal fireworks in advance of the enforcement period, a Fireworks Drop-off Event is scheduled on Saturday, June 20 from 10 AM to 2 PM at City Hall (8400 Laguna Palms Way). No fines, no trouble, and no questions asked.
Residents can report illegal fireworks through the EGPD’s non-emergency number at (916) 714-5115. For life-threatening emergencies, dial 9-1-1.
I am available to answer any questions regarding this report.
Standing Citywide Initiatives Update
Capital Southeast Connector Joint Powers Association (JPA) Description
The Five agency Joint Powers Authority (City of Elk Grove, City of Folsom, City of Rancho Cordova, County of Sacramento, County of El Dorado) are working to develop a connector road linking Hwy 50 in El Dorado County at the future Silva Valley Interchange in El Dorado Hills with Interstate 5 at the Hood Franklin Interchange.
Update - Sheldon Area
The Grant Line Road Precise Roadway Plan Study that focused on the 2.7-mile Segment C of the Connector was presented to City Council on August 24, 2022 where Council agreed with the recommended Roundabouts versus Signals and the inclusion of an additional intersection between Sheldon Road and Calvine Road to reduce out of direction travel. Direction to initiate further analysis of the Wilton Road Intersection alternatives, and the incorporation of the preferred intersection controls into the Rural Area Community Plan of the General Plan as part of a future General Plan Update was also provided. Project WTR091, Grant Line Rd. and Wilton Road Operational Improvements is in Project Approval and Environmental Document (PA&ED) with AECOM Engineering. Dokken is concurrently working to complete the environmental assessment of Grant Line Road between Sherman Oaks Court to Aleilani Lane. This process has been delayed until Winter of 2026/2027 as the design team incorporates the updated National Cooperative Highway Research Program (NCHRP) guidelines for roundabout design.
Update - Kammerer Road Extension
The City is preparing the 65% design package for the extension of Kammerer Road from I-5 to Bruceville. Design continues to progress, and right-of-way acquisition activities have begun. The full acquisition of one of the properties has been completed and is now owned by the City. An offer was provided last week for a partial acquisition property and initial outreach meetings with three other property owners occurred last week as well. 6/10/26, 9:57 AM City Manager Updates
https://elkgrove.gov/city-manager/city-manager-updates 2/5 District56
Description
The City is developing a multi-phased recreational campus on 56 acres just east of Big Horn Boulevard and south of Civic Center Drive. The site is known as District56 to honor the suggestion of "District" during the public naming process and 56 for the number of acres on the site. Individual projects are described in detail below. The Elk Grove Aquatics Center, the Center (including Senior Center and Veterans Hall), The Avenue of the Arts/Commons, Veterans Grove and the Preserve Nature Area are complete and operational. Future planned phases include a library and performing arts center. The District56 website has been launched and can be found at: http://www.district56elkgrove.com/.
Update - Library and Performing Arts
The City has finalized a plan for the future Library and Cultural Arts Center (including a Performing Arts Center).
Recommendations were presented to the Council on August 22, 2018 and were well received. The cost estimate (prepared in 2018) for the facility is between $82-$113 million depending on the program size and desired amenities.
Library Relocation
Description
In 2006, the City facilitated the relocation of the Elk Grove branch to 8900 Elk Grove Boulevard. This facility, at the time, provided more space for the library and placed it at a prominent corner entering Old Town. As documented in a 2018 study, the community has outgrown this site and a new location is needed for the Elk Grove branch. In early 2021, the City acquired the former Rite Aid building at 9260 Elk Grove Boulevard. The new location needs renovations before the library could move in. The project will include a full interior renovation, parking lot improvements, new landscaping and other new amenities.
Update - New Library Site
Council awarded this project on January 8, 2025, to SC Builders. The contractor has started the second order of work which includes all the construction activities. Construction is progressing and completion is anticipated later this summer (2026).
Update - Library Reuse
Staff completed four youth outreach sessions for Beyond Books: Reimagining 8900 Elk Grove Blvd, a City of Elk Grove initiative inviting residents to help shape the future of the historic library building after the library relocates. Using floor plans, furniture cutouts, mood boards, and inspiration images, students worked in teams through a fast-paced design thinking exercise focused on one question: how to create a welcoming space for the entire community. The City held four youth sessions at Kerr Middle School (April 29), Elk Grove High School (May 5), the existing Library building (May 20), and the Teen Center (May 21) with 71 participants. Their concepts emphasized flexible spaces that combine food, creative activities, music, gaming and quiet study, reflecting a strong belief that community spaces should serve many different people at once. Public engagement will continue with business and non-profit focus groups planned for summer 2026, a community-wide survey launching in June 2026, tabling at summer events, and fall community workshops at District56 in September. Community feedback will help inform a feasibility study and future staff recommendations for the site.

Description
The City is developing a permanent homeless shelter to be located at the intersection of Survey Rd and E Stockton Blvd. The shelter will offer 20 beds for adults, 5 emergency beds for adults, and four family units. Shelter amenities include semi-private sleeping areas, lounge and quiet areas, dining/multipurpose space, a commercial kitchen, laundry facilities, and separate outdoor areas for adults and families. The future shelter website can be found at https://elkgrove.gov/homelessness-elk-grove/future- homeless-shelter.
Update
Since the Council provided direction on sites on February 11, 2026, the City began acquisition investigations and entered into task orders with NJA (to complete schematic design for the future shelter) and Interwest (to provide architectural review services).
Contact has been made with the representatives of the trust that owns the site, and an appraisal has been completed. The project schedule anticipates moving forward with acquisition and entitlements in the next few months. The Economic Development team is also developing a strategy to share with the businesses in the immediate vicinity of the planned shelter location.
Project Elevate: An Elevated Retail, Dining, and Entertainment Experience for Elk Grove
Description
The City owns a 20-acre property at the southeast corner of Elk Grove and Big Horn Boulevards, just north of District56. The City has evaluated future development opportunities for the site and has determined that a development project consisting of a mixed- use town center-style development that includes retail, dining, entertainment, office, a hotel, and potential residential is the preferred project at the site. The objective of the project is to elevate the level of retail, dining, entertainment, and hospitality amenities in the City, while at the same time developing the site with enhanced design elements that promote pedestrian activity and include central, public gathering spaces. For these reasons, the City refers to the project as Project Elevate.
Update
On June 25, 2025, the City Council authorized a Purchase and Sale Agreement between the City and developer CenterCal. Under the terms of the Agreement, CenterCal will purchase the property from the City for $4 million and will develop a project consistent with the City’s vision. The project will consist of a minimum of 100,00 SF of new-to-market elevated retail and dining, a four-story 100 room boutique hotel, and10,000 SF of second floor uses that could include office or retail. The project could include market-rate and affordable residential units, as well. CenterCal is currently in the process of completing pre-leasing and site planning activities and preparing an entitlement application for submission to the City.
Whitelock Interchange
Description
The Project will construct a new interchange connecting Whitelock Parkway to State Route 99 (SR-99) between the Elk Grove Boulevard and Grant Line Road interchanges. The Project also includes consideration of auxiliary lanes of SR-99 to improve traffic operations. In addition, the Project will provide a new bicycle and pedestrian connection to Elk Grove Regional Park. The Project also includes improvements to the local roadway network associated with the Lotz Parkway and Promenade Parkway Project (WTR096) to support access and circulation in the surrounding area. 6/10/26, 9:57 AM City Manager Updates
https://elkgrove.gov/city-manager/city-manager-updates 4/5 Update
The Project is currently in the environmental phase. Work is progressing to define project impacts for the environmental studies.
The City is actively coordinating with Caltrans regarding obtaining a Vehicle Miles Traveled (VMT) Exemption which would exclude the Project from being required to pay VMT Mitigation fees.

Subject: Letter of Support for City of Elk Grove’s Climate Compass Project Dear Ms. Whitlock,
The Sacramento Metropolitan Air Quality Management District (Sac Metro Air District) advances climate solutions, clean air, and public health through equitable improvements to the built environment. This work is strengthened by partnerships with local jurisdictions who also strive to improve air quality and combat climate change. The Sac Metro Air District wants to congratulate its partnering jurisdiction, the City of Elk Grove, on the progress it has made in developing a California Environmental Quality Act (CEQA)-qualified climate action plan, known as the Climate Compass. The Climate Compass is a guidebook for achieving the city’s climate, sustainability, and resilience goals for the benefit of visitors and residents throughout Elk Grove. The plan demonstrates a citywide commitment to sustainability and encourages behavior shifts that will help Elk Grove reach greenhouse gas (GHG) reduction targets that are consistent with statewide climate goals.
Beginning in 2023, Sac Metro Air District participated in the Elk Grove Climate Action Plan Update Technical Advisory Group. As a participant, we assisted in the review of draft GHG reduction and climate adaptation measures, suggested potential implementation actions, and provided feedback on climate policies and initiatives that are influential to the Climate Compass. Sac Metro Air District advocated for measures such as Strategy BE-1 – Electrify and Decarbonize Buildings, Strategy BE-3 – Increase Local Renewable Energy Use and Storage, and Strategy TR-1 – Decrease Vehicle Miles Traveled. These measures reduce Elk Grove’s reliance on fossil fuels by promoting decarbonization. Replacing combustion appliances with electric alternatives, installing shade structure solar energy systems over parking lots with battery storage, and decreasing single-occupancy vehicle trips within the city will reduce Elk Grove’s contributions to climate change.
During Sac Metro Air District’s review of the draft Climate Compass, we mentioned our support for Strategy RA-4 – Reduce Exposure to Extreme Heat and Mitigate the Urban Heat Island Effect. This measure considers new requirements for the use of heat mitigation in the community and new studies for designing heat-adapted infrastructure. Global temperatures are continuing to rise, but the City of Elk Grove is preparing itself to address the changes before climate impacts become irreversible. Moreover, implementation of the strategies in the Climate Compass combined with projects from Elk Grove’s Heat Resilient Transportation System Implementation Plan will lead to a more heat-resilient transportation

system, a goal the city shares with Sac Metro Air District. Overall, the city’s climate work demonstrates a commitment to mitigating GHG emissions by transitioning away from polluting activities, building resilience to the impacts of climate change, especially extreme heat, and providing sustainable transportation options.
We look forward to continuing to partner with the City of Elk Grove to improve air quality and implement climate projects that protect the environment and its people. Please do not hesitate to reach out to Brianna Moland, Climate Coordinator, at [email protected] or (916) 317-0821 if you have any questions for the Sac Metro Air District.
Thank you,
Brianna Moland
