July 22 2026
A Star-Spangled Holiday Summary
Cell phone data reporting revealed more than 46,000 people joined the City for this year’s Salute to Red, White and Blue at Elk Grove Regional Park on July 4; an increase of more than 13,000 visitors from last year. Events like this take a lot of department coordination to keep everyone safe. We want to thank the City Council for their continued support for events and the city staff who made this year’s celebration the best one yet.

Congratulations to the Civic Summer Class of 2026
The 2026 Civic Summer program will conclude this week with 50 interns successfully completing the three-week internship.

During the graduation ceremony on Friday, each student will be recognized for their commitment to public service and receive a $500 scholarship in support of their continued education and career goals. The Civic Summer Planning Team wishes to thank the City Council for their continued support of this program each year. Funding for this summer’s scholarships was provided by the City of Elk Grove, Cosumnes CSD and Sacramento Area Sewer District.

Waltz into a Night of Wonder
The 37th annual Strauss Festival returns to Elk Grove Regional Park this week with nightly performances scheduled Thursday through Sunday. The City is pleased to sponsor this event again this year. The pre-show promenade begins at 7:30 p.m. followed by performances at 8:15 p.m. and fireworks will close the night. Admission is free, but there is a $10 parking fee. Food and merchandise (including the city’s Dowdle puzzle) will be available on site for purchase. Visit the Strauss festival website for more information.

A grand opening for the new library is scheduled for October. 7/22/26, 5:10 PM City Manager Updates
https://elkgrove.gov/city-manager/city-manager-updates 1/6 Reimagining a Historic Elk Grove Space
The Elk Grove Library is relocating to its new facility and the City has started a community conversation about the future of the current site at 8900 Elk Grove Boulevard. The goal is to create a vision for the site that meets the evolving needs of the community. Residents are encouraged to provide feedback via an online survey on the City’s website. Outreach meetings with a variety of stakeholders, including non-profit organizations and nearby business owners have been planned this summer. Public engagement conversations will be hosted this fall. All feedback gathered during the process will help shape recommendations presented to the City Council later this year.
250 Adoptions for America's 250th
The Animal Shelter is aiming to find loving homes for 250 shelter pets this month. Adoption fees are just $25 throughout the month of July. Adoptable pets can be viewed online at the City’s website, at the Animal Shelter, or at PetSmart at 8215 Laguna Blvd from Noon to 5 p.m.

National Night Out
The Police Department is accepting National Night Out (NNO) requests in advance of local block party celebrations on August 4.

If you would like officers to drop by your NNO gathering, please submit a request on the city’s website by this Sunday, July 26.

I am available to answer any questions regarding this report.

Standing Citywide Initiatives Update
Capital Southeast Connector Joint Powers Association (JPA) Description
The Five agency Joint Powers Authority (City of Elk Grove, City of Folsom, City of Rancho Cordova, County of Sacramento, County of El Dorado) are working to develop a connector road linking Hwy 50 in El Dorado County at the future Silva Valley Interchange in El Dorado Hills with Interstate 5 at the Hood Franklin Interchange.

Update - Sheldon Area
The Grant Line Road Precise Roadway Plan Study that focused on the 2.7-mile Segment C of the Connector was presented to City Council on August 24, 2022 where Council agreed with the recommended Roundabouts versus Signals and the inclusion of an additional intersection between Sheldon Road and Calvine Road to reduce out of direction travel. Direction to initiate further analysis of the Wilton Road Intersection alternatives, and the incorporation of the preferred intersection controls into the Rural Area Community Plan of the General Plan as part of a future General Plan Update was also provided. Project WTR091, Grant Line Rd. and Wilton Road Operational Improvements is in Project Approval and Environmental Document (PA&ED) with AECOM Engineering. Dokken is concurrently working to complete the environmental assessment of Grant Line Road between Sherman Oaks Court to Aleilani Lane. This process has been delayed until Winter of 2026/2027 as the design team incorporates the updated National Cooperative Highway Research Program (NCHRP) guidelines for roundabout design.

Update - Kammerer Road Extension
The City is preparing the 65% design package for the extension of Kammerer Road from I-5 to Bruceville. Design continues to progress, and right-of-way acquisition activities have begun. The full acquisition of one of the properties has been completed and is now owned by the City. The structures on the full acquisition property are planned to be demolished this Fall 7/22/26, 5:10 PM City Manager Updates
https://elkgrove.gov/city-manager/city-manager-updates 2/6 District56
Description
The City is developing a multi-phased recreational campus on 56 acres just east of Big Horn Boulevard and south of Civic Center Drive. The site is known as District56 to honor the suggestion of "District" during the public naming process and 56 for the number of acres on the site. Individual projects are described in detail below. The Elk Grove Aquatics Center, the Center (including Senior Center and Veterans Hall), The Avenue of the Arts/Commons, Veterans Grove and the Preserve Nature Area are complete and operational. Future planned phases include a library and performing arts center. The District56 website has been launched and can be found at: http://www.district56elkgrove.com/.

Update - Library and Performing Arts
The City has finalized a plan for the future Library and Cultural Arts Center (including a Performing Arts Center).

Recommendations were presented to the Council on August 22, 2018 and were well received. The cost estimate (prepared in 2018) for the facility is between $82-$113 million depending on the program size and desired amenities.

Library Relocation
Description
In 2006, the City facilitated the relocation of the Elk Grove branch to 8900 Elk Grove Boulevard. This facility, at the time, provided more space for the library and placed it at a prominent corner entering Old Town. As documented in a 2018 study, the community has outgrown this site and a new location is needed for the Elk Grove branch. In early 2021, the City acquired the former Rite Aid building at 9260 Elk Grove Boulevard. The new location needs renovations before the library could move in. The project will include a full interior renovation, parking lot improvements, new landscaping and other new amenities.

Update - New Library Site
Construction of the new Elk Grove Library, located at 9260 Elk Grove Boulevard, is nearing completion and is anticipated to be finished by the end of this month. Following completion of construction, the Sacramento Public Library will begin relocating operations from the existing library to the new location. The grand opening of the new Elk Grove Library is scheduled for October 2026.

Update - Library Reuse
Staff has completed five outreach sessions for Beyond Books: Reimagining 8900 Elk Grove Blvd, a City of Elk Grove initiative inviting residents to help shape the future of the historic library building after the library relocates. The City held four youth sessions at Kerr Middle School (April 29), Elk Grove High School (May 5), the existing Library building (May 20), and the Teen Center (May 21) with 71 participants. Youth concepts emphasized flexible spaces that combine food, creative activities, music, gaming and quiet study, reflecting a strong belief that community spaces should serve many different people at once. The City hosted a non-profit focus group on July 15 with 16 participants. Public engagement will continue with a business focus group on 7/29 and community workshops on September 2 and 15. Staff also launched a community-wide survey in June 2026 and is tabling at summer events. Community feedback will help inform a feasibility study and future staff recommendations for the site. 7/22/26, 5:10 PM City Manager Updates
https://elkgrove.gov/city-manager/city-manager-updates 3/6 Permanent Homeless Shelter
Description
The City is developing a permanent homeless shelter to be located at the intersection of Survey Rd and E Stockton Blvd. The shelter will offer 20 beds for adults, 5 emergency beds for adults, and four family units. Shelter amenities include semi-private sleeping areas, lounge and quiet areas, dining/multipurpose space, a commercial kitchen, laundry facilities, and separate outdoor areas for adults and families. The future shelter website can be found at https://elkgrove.gov/homelessness-elk-grove/future- homeless-shelter.

Update
Since the Council provided direction on sites on February 11, 2026, the City began acquisition investigations and entered into task orders with NJA (to complete schematic design for the future shelter) and Interwest (to provide architectural review services).

Contact has been made with the representatives of the trust that owns the site, and both the City and the owner have completed appraisals. The project schedule anticipates moving forward with acquisition and entitlements in the next few months. The Economic Development team is also developing a strategy to share with the businesses in the immediate vicinity of the planned shelter location.

Project Elevate: An Elevated Retail, Dining, and Entertainment Experience for Elk Grove
Description
The City owns a 20-acre property at the southeast corner of Elk Grove and Big Horn Boulevards, just north of District56. The City has evaluated future development opportunities for the site and has determined that a development project consisting of a mixed- use town center-style development that includes retail, dining, entertainment, office, a hotel, and potential residential is the preferred project at the site. The objective of the project is to elevate the level of retail, dining, entertainment, and hospitality amenities in the City, while at the same time developing the site with enhanced design elements that promote pedestrian activity and include central, public gathering spaces. For these reasons, the City refers to the project as Project Elevate.

Update
On June 25, 2025, the City Council authorized a Purchase and Sale Agreement between the City and developer CenterCal. Under the terms of the Agreement, CenterCal will purchase the property from the City for $4 million and will develop a project consistent with the City’s vision. The project will consist of a minimum of 100,00 SF of new-to-market elevated retail and dining, a four-story 100 room boutique hotel, and10,000 SF of second floor uses that could include office or retail. The project could include market-rate and affordable residential units, as well. CenterCal is currently in the process of completing pre-leasing and site planning activities and preparing an entitlement application for submission to the City.

Whitelock Interchange
Description
The Project will construct a new interchange connecting Whitelock Parkway to State Route 99 (SR-99) between the Elk Grove Boulevard and Grant Line Road interchanges. The Project also includes consideration of auxiliary lanes of SR-99 to improve traffic operations. In addition, the Project will provide a new bicycle and pedestrian connection to Elk Grove Regional Park. The Project also includes improvements to the local roadway network associated with the Lotz Parkway and Promenade Parkway Project (WTR096) to support access and circulation in the surrounding area. 7/22/26, 5:10 PM City Manager Updates
https://elkgrove.gov/city-manager/city-manager-updates 4/6 Update

Please list experience, community activities, or other qualifications that would be helpful to the City Council in evaluating your application:

I have lived in Elk Grove my entire life, attending an Elk Grove K-8th school and graduating middle school as valedictorian. I have participated in several community service opportunities in middle school and high school, such as volunteering at the Elk Grove food bank and serving monthly at my church. I also recently became the co- president of my high school’s service-centered National Honors Society club, and I have experience founding and leading a student interest club at my school.

Please state the reasons you would like to be a member of this commission:

Since middle school, I have realized how much I want to use my academic and leadership skills to benefit my community. I have friends and family members who are immigrants or face obstacles in their mental wellbeing, so I hope to use this opportunity to promote programs emphasizing mental health and the rights of immigrants. I hope to contribute to the council and community in whatever ways I can to support people and the environment.

What do you feel are the issues most greatly affecting youth in your area?

Mental health struggles affect youth in ways that are not always noticeable. Seeking mental health support is often stigmatized in communities or even in just a young person’s mindset, and mental health conditions or specific struggles can often make young people feel ostracized or ashamed. Many people are in need of mental health support, whether or not they have specific mental health conditions.

I also believe families with immigrants have a right to representation and receiving support in their communities, especially since I know several family members, friends, and community members who are immigrants. Immigrants and natural-born citizens alike have a need to feel welcomed in their community.

What youth related improvements do you recommend?

Application Part II Page 4 of 6

There needs to be a greater awareness for the mental wellness needs of all people, including those with mental health conditions. Efforts could be made to remove the stigma from mental healthcare and instead gently promote resources that support everyday mental wellbeing for young people and all citizens. We could collaborate with mental health organizations in California and the US, such as a national high school mental health organization called Bring Change to Mind, to promote and organize events and resources to help young people support their mental health.

The Youth Commission meets monthly September through May, and often requires work outside of regular meeting times, including that the City Team requests that prospective applicants keep the date of August 6, 2025 reserved in order to schedule an introductory special meeting of the newly composed Youth Commission. With school, sports, or any extracurricular activities, do you have time you can commit to the Youth Commission?
(Please Circle) Yes No

If yes, please explain:

The meeting times are set to my after-school hours and after sports practices, and I am willing to commit the time needed to contribute appropriately to the meetings and our projects.

Personal Statement

When I participated in the Elk Grove Library Reimagination Project, I worked with a group to plan a redesign for the library building to make it an important community center and a safe and inclusive environment. As a group, we made suggestions for the physical layout and identified needs of the community and how the building could serve local youth. This experience helped me see that youth really can participate in our local government and make a positive impact.

Children are underrepresented in their communities and often unable to make decisions that affect them directly. When I learned of the Youth Commission, I realized that this is likely one of the only ways that our local youth can advocate for themselves. I decided to apply in hopes of making a difference in our local community.

As a teen, I have witnessed classmates discussions about drug use and mental health struggles. I believe that community is one of the best ways to support youth. For myself, my life in Elk Grove has been positively impacted by the library, parks, and events. My friends and I get to enjoy these Elk Grove services and they provide us with free, safe and inclusive environments. I believe that these services help keep youth safe and healthy as they have for myself.

Hello,
My name is Carrie Harrell. I have been a resident of Elk Grove for 19 years. I’m writing this letter of support for Jewel Pitcher to become a member of the Elk Grove Youth Commission. I have known Jewel her entire life and can say without a doubt she is one of the most mature, community conscious, and people-loving teenagers I know.

Jewel consistently pushes herself to accomplish difficult tasks. Whether she is working two grade levels above her own in math, completing advanced science courses, or earning a brown belt in martial arts, Jewel is giving her all to realize her goals. All along the way, Jewel looks around her to see who she can help or bring along with her on her journey.

She has started Bible Studies with friends, tutored others in math, and become a leader in her church for the benefit of those around her. Jewel also has an appreciation for the Elk Grove community in which she resides, and she attempts to leave this community better than it was when she entered it. Jewel has created a plot in a community garden and donated fresh vegetables to the Elk Grove Food Bank. She has also completed a project through Girl Scouts to help with the health of wildlife in Elk Grove Park.

As Jewel is applying for this position, I am fully confident that she will give her all to the role. She will be a great listener to the needs of others and will have some innovative ideas for meeting the needs of our community. Her maturity and determination will be great assets for your Commission. Thank you for considering her application, you will be so grateful to have the opportunity to work with Jewel Pitcher! Sincerely,
Carrie Harrell

To Whom It May Concern,

I am writing to offer my recommendation of Jewel Pitcher for the Elk Grove Youth Commission.

I have known Jewel in my capacity as Girl Scout Troop Leader for over 10 years. I’ve watched her grow into a confident and engaging teen, and I’m proud of the commitments she’s made, both to Girl Scouts and to her community.

As a Girl Scout Junior, Jewel worked with her Junior sisters to earn the Bronze Award, the highest award a Girl Scout Junior can earn. They formed a team to brainstorm, create, develop and implement a plan to raise awareness of the danger of feeding bread and other snacks to ducks and geese. The project was centered at Elk Grove Park and the team worked with the Elk Grove CSD to have new signs created and installed notifying park visitors of the danger in multiple languages. Jewel and others also spent multiple hours attending community events to share what they’d learned with members of the community.

Working on the Bronze Award helped Jewel begin to develop leadership skills, but perhaps more importantly helped her develop skills in the areas of teamwork and compromise. She continued to build these skills during her work on her Silver Award, where she led a team of church members in cleaning up an area of the Elk Grove Community Garden, and led a workshop for Girl Scout Brownies to learn about the important work the Community Garden does for the Elk Grove Food Bank.

Jewel is continuing to develop these skills, both in her Girl Scout life and in the things she does outside Girl Scouts. As a high school student, Jewel has joined the Senior-Ambassador Leadership Team for our region, once again working with a team of Girl Scouts to develop and implement programs and events for our younger Girl Scouts, and serves as a member of our camp-planning team and as a camp Unit Leader, leading a group of 8-10 younger Girl Scouts. She founded and leads a book club through school, and started a weekly bible study group for her peers.

Jewel is a joy to work with. She is bright, driven, and has a great sense of humor. She has a passion for the Girl Scout Program and leadership, and enjoys finding challenging ways to improve her community. I believe she would be an amazing addition to the Elk Grove Youth Commission, and I appreciate the opportunity to share my thoughts with you.

Please feel free to contact me if I can be of further assistance.

Sincerely,

Kara Joseph

City of Elk Grove Youth Commission
To Whom it May Concern,
I am honored to write this letter in support of and to recommend Jewel Pitcher for the City of Elk Grove Youth Commission.

Jewel is a phenomenal person who charges toward every task, obligation, and opportunity that is presented to her with dedication and tenacity. Her organizational skills, motivation, and genuine care for and interest in the affairs of others makes her an excellent candidate for this position.

Having served as Jewel’s teacher with Feather River Charter school for the last two years, I have been able to witness Jewel setting, working toward, and achieving her goals in a plethora of areas. She is very methodical in her approach to tasks and works diligently to achieve success in whatever sphere she is working towards an accomplishment in. Her tenacity in taking on challenging courses and working toward excellence in her schoolwork while also setting aside time to make a positive impact on others is inspirational. Jewel has an outward mindset and is always looking for ways to care for and improve the lives of people around her.

Jewel has already built up an impressive resume of impact in her community through volunteer opportunities.

These include working as a tutor, being a youth leader at her church where she serves as a mentor and also facilitates gatherings and activities, starting a youth Bible study group, giving back to people in her community by providing meals through the organization Lasagna Love, organizing a book club at her school, serving as a Girl Scouts unit leader, and so much more. Jewel exemplifies how many lives a person can touch if they are willing to take the time to look outside of themselves, see needs, and take the time to give of themselves to meet those needs.

It is evident looking at Jewel’s track record that she is ready to serve her community by broadening her sphere of positive influence and impacting many lives through innovative thinking, effective collaboration, and clear communication. As her teacher, I have seen Jewel put all of these skills to use and am certain that the youth in our community would benefit from Jewel’s involvement in this program.

I cannot emphasize enough the genuine care and concern that I have seen Jewel show others time and time again. If there is a voice ready to make a positive impact on our city and to advocate for the youth of our area, it is that of Jewel Pitcher.

Thank you for your time.

Sincerely,

Letter of Support for Jewel Pitcher– Elk Grove Youth Commission Application To Whom It May Concern,
I am pleased to write this letter in strong support of Jewel Pitcher’s application for appointment with the Elk Grove Youth Commission.

I have had the privilege of knowing Jewel through her involvement at Midtown Church Elk Grove, where she has consistently demonstrated exceptional leadership, character, and commitment to serving others in the Midtown Children Ministry. Throughout her time in Student Leadership and her years of faithful volunteer service in our nursery ministry, Jewel has proven herself to be dependable, compassionate, and mature beyond her years.

What stands out most about Jewel is her genuine desire to make a positive impact on her community. Her service record speaks for itself. Jewel has earned both the Girl Scout Bronze and Silver Awards through community-focused projects benefiting local wildlife, the Elk Grove Community Garden, and the Food Bank. Jewel has also served in leadership roles with Girl Scouts, including planning committees, a leadership team for older scouts, and as a Unit Leader for Girl Scout Twilight Camp.

In addition to her community service, Jewel has demonstrated initiative and entrepreneurial spirit by operating her own small business, tutoring younger students in mathematics, founding a book club through her school, and pursuing excellence in academics, including earning third place in the 2026 ISEF STEM Fair in the High School Chemistry category.

Jewel's leadership extends beyond academics and service. She has invested in the spiritual and personal growth of her peers by starting a weekly Bible study attended by teenage girls and co-hosting a faith-based podcast. She regularly volunteers with Lasagna Love, helping provide meals to families in need. These efforts reflect her heart for people and her desire to strengthen the community around her. I am confident that she will bring thoughtful perspectives, strong work ethic, and genuine care for her community to the Youth Commission.

It is with great joy that I recommend Jewel wholeheartedly for appointment with the Elk Grove Youth Commission. Thank you for your consideration of this exceptional young leader.

Sincerely,

To the Elk Grove Youth Commission Selection Committee,

It is my privilege to write this letter in wholehearted support of Jewel's application to serve on the Elk Grove Youth Commission.

As the Lead Pastor of Midtown Church Elk Grove, I have had the opportunity to watch Jewel grow into an extraordinary young woman whose life reflects integrity, humility, compassion, and servant leadership.

While many young people possess talent, what distinguishes Jewel is her heart. She consistently chooses to serve others, invest in people, and make a positive difference wherever she is.

Jewel has faithfully served within our church for several years, volunteering in our nursery ministry and completing two semesters of Student Leadership. Throughout that time, she has proven herself to be dependable, teachable, and willing to serve wherever there is a need. She does not seek recognition or attention. Instead, she quietly leads by example, demonstrating maturity well beyond her years.

What has impressed me most is the way Jewel lives out her faith. Her commitment extends far beyond attending church. She has taken the initiative to start a weekly Bible study for teenage girls, helping create a space where young women can grow in their faith, encourage one another, and build meaningful relationships. She has also begun co-hosting a faith-based podcast, using her voice to influence others and to encourage her generation.

Jewel's desire to serve is evident in every area of her life. Whether tutoring younger students, volunteering through Girl Scouts, serving families through Lasagna Love, or contributing to her school and community, she consistently looks for opportunities to make life better for those around her. She understands that leadership is not about titles or recognition—it is about serving others with humility, consistency, and compassion.

I believe the Elk Grove Youth Commission exists to empower young people who care deeply about their community and are willing to invest their time and talents to improve it. Jewel already embodies those values. She possesses wisdom, kindness, initiative, and a genuine desire to bring people together. I have every confidence that she will represent the youth of Elk Grove with excellence and contribute thoughtful ideas, respectful collaboration, and a servant's heart.

Without hesitation, I give Jewel my highest recommendation. I am excited to see the positive impact she will continue to make, and I believe she will be an outstanding addition to the Elk Grove Youth Commission.

Please feel free to contact me if I can provide any additional information.

Sincerely,
Pastor Tyronne Gross Jr.

To the Elk Grove Youth Commission Selection Committee,

I am honored to write this letter in enthusiastic support of Jewel's application for the Elk Grove Youth Commission.

Over the past several years, I have had the privilege of watching Jewel grow into an exceptional young woman and leader through our church community. While her accomplishments are certainly impressive, what has stood out to me most has never been the list of achievements; it has been her character.

Leadership is often measured by influence, and Jewel's influence is rooted in kindness, consistency, humility, and a genuine desire to serve others. She is the type of young leader who naturally earns the trust and respect of those around her because she leads with compassion rather than seeking recognition.

One of the qualities I admire most about Jewel is her resilience. Throughout the years I have known her, I have watched her navigate difficult seasons with remarkable grace and determination. Rather than allowing challenges to define her, she has continued to invest in others, pursue opportunities to grow, and maintain an incredibly positive outlook. That resilience has shaped her into someone who understands empathy, values relationships, and leads with both strength and compassion.

Jewel has demonstrated leadership in many different ways. She has earned prestigious Girl Scout awards through projects that created lasting benefits for our community, founded a book club at her school, tutors younger students in mathematics, earned recognition at the International Science and Engineering Fair, volunteers regularly with Lasagna Love, and continues to invest in younger children and her peers through church and community service. These accomplishments reflect a young woman who continually asks, "How can I make a difference?"

In my role as Chief Operating Officer of The Table Community Foundation, I have the opportunity to work alongside leaders from many different backgrounds. The qualities that consistently make someone an effective leader are integrity, responsibility, humility, initiative, and the ability to care for people. Jewel demonstrates those qualities naturally. She follows through on commitments, treats others with respect, works collaboratively, and approaches every opportunity with a servant's mindset.

The Elk Grove Youth Commission is designed to give young leaders a voice in shaping the future of their community. I cannot think of a better candidate than Jewel. She already models what meaningful community leadership looks like through her actions, and I have no doubt she will bring thoughtful ideas, strong character, and a sincere commitment to serving the residents of Elk Grove.

It is my pleasure to recommend Jewel without reservation. I am confident she will be an outstanding representative of the youth in our community and will make a lasting contribution to the Youth Commission.

Please feel free to contact me if I can provide any additional information.

Sincerely,
Raquel Gross

Leah Q. V . Tran
2026 City of Elk Grove Youth Commission Application for Appointment Supplemental Question Responses

1. Please list experiences, community activities, or other qualifications that would be helpful to the City Council in evaluating your application.

Hello! My name is Leah Q. V . Tran. I am currently an Elk Grove Unified School District student intern at Franklin Elementary School, where I support the Expanded Learning programs by supervising children and lead enrichment activities by teaching STEM-based curriculum. As a volunteer at the Sacramento Public Library, I serve on the Franklin Community branch Teen Advisory Board’s Board of Directors as the Director of Records; I am also a youth organizer of their STEAM For Kids committee, so I work to plan, organize, and facilitate monthly community programming for youth. Additionally, I recently completed the onboarding processes as a volunteer at the Elk Grove Food Bank, and as a student staff reporter at the Sacramento School Beat, a program that trains Sacramento County high school students to become education reporters for their schools and districts.

2. Please state the reasons you would like to be a member of this commission.

I am very interested in serving on the City of Elk Grove Youth Commission because I believe in the profound impact that youth involvement has on supporting youth interests and resolving youth issues within a community. In other words, I strive to foster an environment in which individuals, particularly young people in this case, feel that their voices are being heard and their needs are being met. This goal is often accomplished through representation, which is why the Youth Commission is so important; it allows youth to have a say and speak up for their fellow youth. Elk Grove should be a place of empowerment and inclusivity, where everyone, especially families, children, and youth, are welcome. Becoming a member of the Youth Commission would not only allow me to advocate for the issues I am passionate about, but also connect me with other aspiring young changemakers and serve as a mouthpiece for those who have ideas but may not have a platform for. I would love to be a part of sparking the change that is necessary within Elk Grove, and lead others to do the same and become involved as active members of our community.

3. What do you feel are the issues most greatly affecting youth in your area?

Road traffic injuries, substance abuse, violent crime, struggles with mental health, and one that I am very passionate about, literacy, are all great issues that have immense effects on youth in my area. In general, a major source of distress relating to youth is safety. I feel that, especially with at-risk youth and marginalized communities, a deep distrust in the system is common, and oftentimes understandable; this barrier must be worked through to address the needs of and provide adequate support for those in our community. On a similar note, I have found that many of my young primary school students struggle with literacy, especially among said populations, who may not have access to the resources they need. An issue that is considered to be more minor but is still prevalent is finding opportunities for youth employment.

4. What youth-related improvements do you recommend?

The first youth-related improvement I recommend for Elk Grove, and would like to work to implement, is the creation of an initiative based on the mission of improving and boosting literacy rates, or at least more support for similar efforts that have existed previously. A second improvement I recommend is expanding the art and cultural scene in Elk Grove by supporting more local artists and hosting more cultural activities and events; I believe that art and culture are critical for fostering a shared sense of belonging and pride among citizens, especially with younger generations, who would benefit greatly from a creative incubator. This would also positively affect the large population of immigrant families and children within Elk Grove, and create unity on a larger scale. In regard to art, rather than feeling a need to visit Sacramento for art-related entertainment, families and youth could instead enjoy and participate in live music and performances right here in Elk Grove; this would inspire a vibrant community for generations to come.

Thank you for reviewing my application. I hope you have a great rest of your day!

To Whom It May Concern,

I first met Leah when I began working at the Franklin Community branch as a new public librarian. I was eager to support the teens in my community, and shortly after I began at Franklin, I restarted our Teen Advisory Board, or TAB. I wanted to give the teens in my community the space to support the needs of our community and to develop leadership skills while planning and presenting programs and special events tailored to the community. I was given Leah’s name from her middle school librarian because that librarian knew Leah—then an incoming freshman—would be an amazing addition to the board. Leah was recommended to me as a promising teen who could attend and support our new teen programming in a way that would help the program grow and reach more people. Over the past couple of years, I’ve had the honor of getting to know Leah and I’ve seen just how right they were about Leah.

Despite Leah’s initial introversion, she has grown so much since being a part of Leah, and I’m certain that this program will help her grow even more in her life, school, and professional goals.

During her time in TAB, Leah has been both a general member and held the role of secretary in our TAB Board of Directors leadership opportunity. As a general member, Leah was an active participant in discussions, advocated for community-forward and community-inclusive programming, and collaborated with her fellow teens to plan and present study programs for teens. Leah also worked alongside fellow TAB members and teens in the community to host a prom drive and two giveaways to give teens in the community the ability to get a free outfit for their upcoming formal events. As a member of the TAB Board of Directors this school year, Leah has collaborated with her four fellow board members to design meeting presentations, develop leadership and comradery-building activities for during meetings, as well as plan and present special events for the community.

Outside
of TAB, Leah is also engaged in a variety of other extracurriculars—TV broadcasting for her school news program, reviewing advanced-reader copies of books for publishers in her free time, and more. Leah always has a lot on her plate but is incredibly adept at managing her time wisely. Leah is compassionate, supportive, respectful of others’ opinions and backgrounds, talented, dedicated, and outstanding in both how adaptable she is and in her ability to work with others in creative and affirming ways. I really couldn’t possibly recommend Leah Tran higher for this opportunity. Not only would this program improve Leah’s personal, academic and professional goals, but Leah will greatly improve the outcomes of this program for both herself and everyone else included.

Sincerely,

Tia Martinez

To Whom It May Concern,

I am writing to highly recommend Leah Tran for this opportunity. I have had the pleasure of teaching Leah in the Business Leadership Academy at Franklin High School since the beginning of this school year, and from the very start she has stood out as an exceptional student, a driven leader, and a collaborative teammate among her peers.

Leah consistently demonstrates maturity, strong character, and an outstanding work ethic. She is curious, organized, and self disciplined, approaching every responsibility with dedication and careful attention to detail. She is always punctual, respectful, and engaged, and she completes her work thoughtfully and on time. Whether working independently or as part of a team, Leah is patient, adaptable, and quick thinking, which makes her someone I can rely on in any situation.

One of the qualities that truly sets Leah apart is her ability to lead while uplifting those around her. She works seamlessly with her peers, contributes meaningfully to group efforts, and helps foster a positive and productive team environment. Her collaborative nature, combined with her internal drive to succeed, makes her a strong and effective leader.

In
addition to her academic and leadership strengths, Leah is compassionate and emotionally intelligent. She treats others with kindness and respect, remains humble, and contributes positively to the classroom community. I am confident she will bring the same level of diligence, professionalism, and integrity to your workplace.

I highly recommend Leah without reservation and would be happy to provide additional information if needed.

Youth Commission Application: Answers

1. Please list experience, community activities, or other qualifications that would be helpful to the city council in evaluating your application:
a. Answer (a through c): I act as the Director of Finance for the Teen Advisory Board– an advisory board which meets semimonthly to plan and operate family-friendly, community-wide events. Within my role, I manage our budget for meetings and events. I also engage in promotional work as well, by helping our Director of Marketing to design posters, and contacting local clubs and organizations to organize collaborative events.

Through this leadership position, I’ve gained a deeper insight into the wants and needs of my local community and strengthened many skills important for youth advocacy and community engagement, such as communication, empathy, and public speaking. b. As a tutor, I’m able to educate youth within the age range of kindergarten to 8th grade by helping them with homework and teaching them proper time-management and study skills essential to succeed in school. Similarly, I’m a teacher’s assistant for my local Catholic church, Good Shepherd. In this position, I collaborate with adult and teenage volunteers to create educational small-group activities for 7th to 12th grade Catholic students. These extracurricular activities allow me to make a direct impact on the youth of my local community through providing them with individualized studying approaches catered to their unique needs and skills. This helps me become a more empathetic, open-minded person, in-tune to the different opinions and mindsets of those I work with and teach.
c. Currently, I am an intern for the Civic Summer program of Elk Grove. Within this program, I’ve developed my skills of leadership, networking, and professional etiquette.

This opportunity has provided me with a gateway into forming new connections with a diverse array of youth, and taught me invaluable lessons about the public service field, confidence, and Elk Grove’s rich history through community leaders.

2. Please state the reasons you would like to be a member of this commission:
- Answers: Two years ago, I discovered my passion for youth advocacy through joining Franklin Library’s Teen Advisory Board as a member and eventually Director of Finance.

This extracurricular activity acts as an outlet for my longtime devotion to community engagement and youth development. Through this advisory board, I’ve played a large role in my local community, by helping to foster leadership skills and civic participation among youth. At the same time, I’ve found myself wishing to benefit not only my local community, but Elk Grove as a whole. But with our advisory board primarily impacting teenagers and families living within District 4, I found myself at a loss up until I learned about Elk Grove’s Youth Commission. This council’s devotion to promoting the wellbeing of families and youth deeply align with my values. By utilizing my passions and skills alongside other teens, both like-minded and with differing viewpoints, I’m sure that, through my addition to the Youth Commission, my devotion to giving back to Elk Grove’s Youth Commission Application: Answers
diverse youth would not only aid the commission’s group effort in striving to achieve their council-approved objectives but positively impact the city and its youth as a whole.

Additionally, I believe that all-encompassing representation is incredibly important for any organization or government institution that prioritizes its community. Through this, it can become easier to implement actions that benefit the entirety of a group. I feel that my addition to the Youth Commission of Elk Grove could help achieve this, through my unique perspective. As both a person of color and member of the LGBTQIA+ community, I’m more perceptive and aware of the wants and needs of others in the same groups as I than those who are not. Both of the groups I identify as have unique desires and needs which often go underrepresented and overlooked by government agencies and spheres within the United States, which has driven me to pursue a seat in the Youth Commission so as to better offset this phenomenon directly through representing us. This unique perspective of mine not only helps me to better attend to the needs of the youth I interact with, but pushes me to support the unique needs of all of Elk Grove’s diverse inhabitants, not merely those within my local community.

3. What do you feel are the issues most greatly affecting youth in your area? - Answer: I personally feel that a problem greatly affecting youth within Elk Grove would be mental health issues and a lack of access to accessible mental health treatment.

Often, a medley of external factors contribute to poor mental health, but finding psychiatric care can be a tedious hassle in and of itself– which can spur youth to neglect their psychiatric wellbeing. I have personal relationships with many youth who suffer from mental health issues, and have witnessed firsthand how this negligence can exacerbate their symptoms and worsen their quality of life. With mental health issues becoming a greater problem for youth as a whole across not only California but the entirety of the United States, I believe it’s essential that intensified effort is put into providing accessible mental healthcare to the youth of Elk Grove, so as to uplift and support the future leaders of our community. Additionally, I believe that financial inequality greatly affects the youth within my community. Low-income youth often have much more difficulty gaining access to extracurricular activities, healthcare, and many more necessities in comparison to their higher-income peers. This disparity among the youth of Elk Grove hinders the development of its future leaders. As a bustling, growing city, it’s important that increased efforts are put in place in order to better combat this issue. Equity across the entirety of our community is deeply important, and loosening financial constraints within Elk Grove would be great progress towards allowing for the widespread success of its youth.

Youth Commission Application: Answers

4. What youth related improvements do you recommend?

- Answer: I believe that a beneficial youth-related improvement for Elk Grove would be increased efforts to make mental healthcare more accessible for our youth. This could look like reduced healthcare prices for youth, a greater amount of mental health support groups, and greater efforts to educate the public on the importance of recognizing signs of poor mental health within themselves and others around them. Another option would be increased advertisement for local mental health resources targeted towards youth. One of such resources in our area is WEAVE, a non-profit organization based in Sacramento County, which provides mental health counseling to youth suffering from sexual assault and domestic abuse. I’ve witnessed this organization’s dedication to supporting youth firsthand through its collaboration with our advisory board, and feel that, if more organizations like WEAVE were created, uplifted, and advertised by Elk Grove, that its young residents would benefit immensely. Another youth-related improvement I recommend would be increased financial equity for the youth of Elk Grove. This recommendation could be carried out through increased financial aid, targeted opportunities, as well as discounting paid activities for low-income youth.

These all allow for youth in need to have equal accessibility to opportunities with their higher-income peers. Increased resource visibility is also important to implement for the low-income youth of Elk Grove; even with efforts to limit economic disparity, it’s not possible for impoverished youth and families to take advantage of resources if they’re never aware of their existence in the first place. Thus, I feel that increasing advertisements recognizing these resources would be very beneficial for the low income youth of Elk Grove. An improvement our board, the Teen Advisory Board, plans to implement to combat financial inequality is a limited program series educating youth on financial literacy, budgeting, and other important life skills for life after high school. If Elk Grove were to implement a greater amount of programs akin to ours across all districts, I feel that it, alongside other implementations, could lead to widespread, successful development for the entirety of Elk Grove’s youth regardless of their economic status.

- Answer: I believe that I have time to commit to the Youth Commission. Although I do participate in many extracurricular activities, the majority of them either only meet during a quarter of the school year, or on a monthly/biweekly basis. This leaves me with Youth Commission Application: Answers
a great amount of time to commit to Youth Commission responsibilities. Additionally, I have strong time-management skills that help me to manage all of my commitments without much difficulty.

Dear Selection Committee,

I am writing to highly recommend Afomachukwu (Afoma) Ozioko for consideration of a position on the City of Elk Grove’s Youth Commission. During my time as a public librarian at the Franklin Community Library, I’ve seen Afoma grow into a dynamic community leader who is dedicated to supporting the Elk Grove community and uplifting the needs of all those that live here.

For the past couple of years, Afoma has taken on more leadership opportunities and responsibilities as a volunteer at our library. Afoma has been a homework coach for our Homework Zone, a program where students in K-8th can come into our library after school to receive homework assistance from our teen volunteer homework coaches. As a coach, Afoma is focused on the needs of the students they work with and is eager to support students with both their homework and in developing good lifelong study habits and skills.

In terms of leadership, Afoma has always sought more opportunities to develop leadership skills and further support all the members of this community. Afoma has been a member of our library’s Teen Advisory Board since its inception 2 years ago and has been the Director of Finance on our Teen Advisory Board leadership team for a little over a year. As a Teen Advisory Board member, Afoma has shaped the development of programs and special events for our community by communicating with and working alongside the other 6

directors to lead meetings where all teens can collaborate together to design and present new programs, events, and projects to support the needs of our community.

Since the inception of our leadership team of directors a little over a year ago, our Teen Advisory Board has put on a Winter Festival that saw over 100 attendees, as well as a Community Bookmark Art Contest, among other projects. The Community Bookmark Art Contest would not have been possible without the art experience and efforts of Afoma, those of which kept the project teen-led and connected through promotes Afoma lead during school art club meetings. As the Director of Finance, Afoma has maintained the Teen Advisory Board budget for both meeting supplies and large event supplies. Afoma has also kept open communication with both the Teen Advisory Board directors and with the library to ensure that everything works together as it should.

If you’re looking for an addition to your youth commission who is dedicated to the Elk Grove community, experienced in collaborating with teens, and a growing leader, then Afoma is the best candidate. I highly recommend Afoma for this opportunity and believe that their perspective and experience will be invaluable to this youth commission.

Please feel free to contact me at for any further

Commission Interest and Youth Issues
Please state the reasons you would like to be a member of this commission:

I've always found myself between two worlds, comfortable taking the lead and just as comfortable listening and noticing the quieter people in the room. That's given me a perspective I don't think shows up enough in leadership spaces: a joined space that understands both how extroverted energy leads and how introverted energy thinks. I want to be on this commission because I think that bridge is valuable and I can add a perspective that connects both sides and makes sure decisions reect more than just one type of voice — without either side having to take a back seat. Kindness and inclusivity are what drives this for me: the everyday kind that makes people feel included, whether they're the loudest in the room or the quietest.

What do you feel are the issues most greatly aecting youth in your area? A lot of kids feel pressure to t into the same mold, which makes it harder for anyone who thinks or acts dierently to feel like they belong. Leadership spaces are a good example, they tend to naturally attract a certain kind of person, and it just so happens that's usually someone outgoing. That's not anyone's fault, it's just how those environments tend to shake out. But it means a lot of introverted kids never really see themselves in those spaces or get the tools to feel comfortable stepping into them. There are also kids who want to make a change but don't always come across support that speaks their language or ts how they think, it's less about support not existing and more about it not always reaching the kids who need it in a way that clicks for them. I've also noticed kids seem a lot more kind, positive, and happy in elementary school than in middle or high school, which tells me something about inclusivity gets lost as we get older.

Application Part II
Youth Improvements, Availability, and Signatures
What youth related improvements do you recommend?
Building on that bridge idea, I'd recommend things like peer mentorship pairings, small- group workshops, or shadow-style programs where introverted and extroverted kids work on a project together instead of introverts having to jump straight into a big leadership role. Helping them see that those spaces can work for them too. I don't think extroverted leaders are doing anything wrong; leadership environments just naturally move fast and loud, and that works great for a lot of people. The goal isn't to change that energy or have one side take over the other, it's to build more entry points so introverted kids can grow into those spaces at their own pace, while extroverted leaders get practice bringing dierent voices into the room without losing what makes their energy work. I'd also want to bring back some of the inclusivity that felt normal in elementary school, through opportunities that mix up friend groups instead of letting the same circles repeat every year. That bridge-building approach is what I'd want to help bring to this commission.

(Please Circle)

To Whom It May Concern,
It is a pleasure to write this letter of recommendation for Linkin Luc. I have known Linkin since kindergarten and have had the honor of watching him grow both academically and personally.

Linkin has always been confident, respectful, and humble. From a young age, he was welcoming to everyone he interacted with and was dedicated to learning and being kind.

Throughout his primary years in education, Linkin excelled in his classes, was a helper to all of his previous teachers, and was a friend to everyone around him.

Linkin’s secondary years in education were even better. He stood out as a student to be trusted and brought to the table many great ideas as a 7th grader. He was chosen to be in Leadership during his 8th grade year, advocating for events that would include all students, working with many different staff, and promoting a sense of community, kindness, and respect on campus.

Linkin has a natural ability to create a climate where all students are made to feel safe and important. He has a unique gift of making connections with all students and takes time to connect with his previous teachers just to say ‘hi’. He strives to always do better and does so without being assertive or acting like a ‘know-it-all’.

Since kindergarten, Linkin stood out to me as a person who was going to do big things in his life. Having had the honor of being a part of his academic career thus far, Linkin has shown that determination, community, inclusiveness, respectfulness, and kindness are what is most important to him and the city he lives in. He would be an inspiring and incredible addition to the Elk Grove Youth Commission. Those who know him would feel great knowing he is making a difference for the youth of our city.

Sincerely,
Mrs. Florez

To Whom It
May Concern,
It is my pleasure to write this letter of recommendation for Linkin Luc. As his Physical Education teacher, I have had the opportunity to observe Linkin's exceptional character, dedication, and leadership both in the classroom and beyond. I recommend him with great confidence for any academic program, scholarship, or opportunity he chooses to pursue.

Linkin consistently demonstrates a strong work ethic, self-discipline, and a positive attitude. In physical education, he approached every activity with enthusiasm, determination, and respect for classmates and instructors. Whether participating in team activities or individual challenges, Linkin leads by example, encouraging others while striving for personal excellence.

One of Linkin's most impressive accomplishments is their success as a national-level fencing competitor. Excelling in fencing requires extraordinary focus, patience, discipline, and mental resilience—qualities that Linkin demonstrates every day. Balancing the demands of rigorous training and competition with academic responsibilities reflects outstanding time management and commitment.

Equally admirable is Linkin's commitment to community service. He understands the importance of giving back and actively contributes time and energy to serving others. This dedication reflects compassion, maturity, and a strong sense of civic responsibility that extends well beyond the classroom.

I give Linkin my highest recommendation without reservation. If you have any questions or require additional information, please feel free to contact me.

Sincerely,
Theresa Jones

To Whom It May Concern,

It is with great enthusiasm that I recommend Linkin Luc for a position on the Elk Grove Youth Commission. I had the pleasure of getting to know Linkin during his time at Toby Johnson Middle School, where he consistently demonstrated excellence in academics and leadership.

Linkin proved himself to be a dedicated and hardworking student, always going above and beyond in his responsibilities. His contributions to our class and his role in planning and executing events were always of the highest quality. Linkin's commitment to making our school a better place for all students was truly commendable.

As a leader, Linkin displayed exceptional qualities of integrity, courtesy, and concern for others. His peers respected him for his honesty and reliability, and he was not afraid to voice his opinions. Linkin's strong leadership skills made him a natural choice for others to follow.

Throughout my interactions with Linkin, he consistently demonstrated outstanding character and a strong work ethic. I have complete confidence in his ability to uphold the highest standards and make responsible decisions.

Linkin's reliability and honesty are traits that make him stand out as a remarkable individual.

I am privileged to have been Linkin’s teacher and can confidently say that he would be a valuable addition to the Elk Grove Youth Commission. Should you have any further questions, please do not hesitate to contact me.

Sincerely,

Jody Hill

Franklin High School; 6400 Whitelock Pkwy, Elk Grove, CA 95757 Yes, I attended the Elk Grove Youth Commission Family Fun Day in April 2025 with my younger cousin. We explored the activity booths, enjoyed the live music, and participated in activities, such as face painting. It was an extremely exciting event, which brought families together and demonstrated to me the Youth Commission's commitment to creating positive opportunities for youth to connect with their community. After attending, I became interested in getting more involved and serving the community myself.

I have volunteered through Key Club at community events where I was serving local families and youth. At my first Key Club event, I organized as well as ran carnival games, a crucial moment in my

volunteering career where I developed teamwork, communication, and leadership skills while simultaneously creating a positive experience for children and their families. I also volunteered at the Mid-Autumn Festival celebration at Burbank High School, thereby strengthening my connection with my AAPI community. This summer, I attended the Just The Beginning iLead Law & Leadership Conference at UC Law San Francisco, where I strengthened my public speaking, networking, and critical thinking skills while learning to respectfully consider different perspectives. _____________________________________________________________________ _____________________________________________________________________ _____________________________________________________________________ I would like to serve on the Elk Grove Youth Commission because I want to represent the voices of young people and assist in improving programs and opportunities for youth in our community. Attending Family Fun Day personally demonstrated to me how the Commission creates meaningful events, which bring youth and their families together, and I would like to help expand those opportunities. I also want to work with other commissioners and City leaders for the purpose of discussing issues affecting students, listening to different perspectives, and recommending solutions that make Elk Grove a safer, more connected, and welcoming community for everyone.

One issue I have noticed is the increasing use of e-bikes and electric scooters without the presence of a significant amount of education regarding safe riding.

While these are convenient ways for young people to travel, many riders are unfamiliar with traffic laws or how to safely share the road with pedestrians, cyclists, and drivers. This can create safety concerns in the areas around schools, parks, and neighborhoods. I believe improving education about responsible riding, along with promoting safe transportation habits, would help reduce accidents while simultaneously allowing youth to continue benefiting from these forms of transportation.

As someone who enjoys riding my bike around Elk Grove, I have noticed that some bike routes and sidewalks are not always connected or designed with youth safety in mind. In some areas, sidewalks end near freeway entrances or require pedestrians and cyclists to cross busy roads without protected crossings, making it difficult when attempting to travel safely between neighborhoods, schools, parks, and community spaces. I appreciate that the City is investing in projects, such as the Laguna Creek Trail overcrossing, which will improve connections across Highway 99. I would encourage the City to continue expanding protected bike lanes, improving pedestrian crossings, and investing in infrastructure that makes walking and biking safer and more accessible for young people.

Yes, serving my community is a priority, and I am committed to dedicating the time needed in order to actively participate in the Youth Commission, even if it means adjusting my other extracurricular commitments.
