d this Special Planning Area update commenced six years ago, and since then there have been a series of amendments with no time estimate for a draft plan to be released for public review, and she believed the public should have access to the complete plan.
Council Me
mber Spease requested that if any permit caps for particular uses were to be contemplated, that reasoning or justification be presented for any proposed policies.
In reply t
o inquiries about the proposed change to have murals reviewed at the Zoning Administrator level rather than by the Planning Commission, staff noted the change was to administratively streamline the review process (both in time and cost) while preserving public notice of the review to the community. Staff noted initial review of any murals would be conducted by the Arts and Creative Economy Commission, and possibly the Historic Preservation Committee (depending if the building selected for the siting of the mural was a historic resource), and in review of the process staff noted the Planning Commission was reserved to making determinations at only a technical level (on issues such as place, materials, and use of colors), and not based on the content or quality of the art within the proposed mural.
