RECOMMENDATI
ON
Introduce an ordinance repealing Elk Grove Municipal Code Section 10.12.010 and Section

10.16.180 related to bicycle regulations and adding Chapter 10.71 to establish regulations governing the operation, enforcement, and administration of bicycles and personal transportation devices within the City of Elk Grove (CEQA Exempt).

With the aid o
f a visual presentation (filed), Shane Glaser , Police Sergeant, provided an overview of the staff report and recommendation.

PUBLIC COMME
NT
David Baker,
Terry Burke, Yuvraj Singh, Randy Bekker, Sharon Anderson, Ty Wilson, and Katee spoke in support of the staff recommendation. Mr. Baker cautioned that enforcement not be an overcorrection that diminishes ridership, he supported more use of trails and increased connectivity, and did not want riders pushed onto the street which he viewed as more dangerous for riders. Mr. Burke noted that e-bikes operated over 28 mph required an endorsement for a driver’s license (which he hoped would be enforced) and inquired if safety programs for e-bike users was contemplated. Mr. Singh suggested hosting bicycle and e- bike safety education day s, and recommended providing appropriate safety gear alternatives for safety headgear for practitioners of religious beliefs that practice their faith with observances of required clothing, such as turbans .

Ms. Anderson noted the importance of road etiquette, concerns of collisions, and appreciated the enforcement ability under both the Elk Grove Police Department as well as the Cosumnes Community Services District. Mr. Wilson cautioned on shared use trails and issues regarding the use of ear phones and headphones and how higher allowed speeds could increase effects of startling from passing vehicles or impacts of collisions (suggesting speed limits more in a 10-12 mph range, or at a minimum lower speed limits around senior facilities), and suggested for signage including elements of trail etiquette and to consider displaying speed limits with ground markings as well.

Police Chie
f Davis noted the process had commenced last year for a response to street takeovers and street stunt behaviors, and as the process developed it was important to have inclusion of e-bike regulations. He noted efforts were underway with the Elk Grove Unified School District to provide outreach and education to students and parents, with plans for deployment of officers for outreach to school sites with intent to educate. Police Chief Davis noted the intent was education first to encourage changed behaviors, and enforcement, as well as parental accountability , would be utilized for egregious or non- compliant behaviors.

The City Counc
il appreciated the emphasis on the importance of safety and the education effort, and appreciated efforts such as the workshop to be held August 22 for the Back to School Bike Rodeo as noted under the City Manager’s Report.

Council Member
Spease suggested for future updates to consider enhanced training and safety as either compliance to work through receipt of a citation, or through possible quarterly outreach programs, and to include outreach on trail etiquette as well.
