Reader (ALPR)
technology, believing personal rights were being violated by such systems. Speakers believed the contract with Flock should be cancelled, the City should end use of all ALPR technologies, and the City should address the community audit that identified issues of the current ALPR system used by the City. Issues regarding personal rights included constitutional rights of warrantless searches, cross state enforcement by external agencies, and the nature of the contractual agreement with a third party and the third party’s access and ability share data (raising concerns of how the data could be used in conjunction with other emerging technologies to facilitate mass tracking and surveillance by routinely collecting information on people’s movements). Concerns were raised of how data from the ALPR systems w as accessed, protected, and shared, how long the data was retained, and errors reported of ALPR systems leading to improper enforcement actions.
Mayor Singh
-Allen noted the matter of ALPR systems was a non-agenda item for this meeting, so no action could be taken by the City Council on the matter at this meeting, and also noted receipt of the email correspondence sent on this topic.
