GENERAL PUBLIC COMMENT:

Jim Wilson, Adela Sher, and Ellen raised issues regarding Automated License Plate Readers (ALPR) and of the company practices of Flock, concerns of abuses of surveillance technologies and data collected by such systems, and speakers called for more stringent controls with regular public audits, strict policy, and penalties for misuse of systems. Ellen did not support use of ALPR technologies, believing the City was not meeting with residents or providing sufficient audits on use of the technologies, and that there existed ALPR data sharing in violation of state law.

Justin reviewed court cases regarding use of ALPR, noting new rulings proceeded to come forth regarding protections of constitutional rights of individuals.

Francisco, Pam, and Aamir Deen, representing Unite Here Local 49, stated efforts to engage in labor negotiations with Sky River Casino had been ongoing for four years, requested support of the effort to unionize, and invited supporters to take part in a picket line on September 30.

Lynn Wheat raised concern of property sales along Elk Grove Boulevard in the area of Historic Main Street, believing such properties would be utilized for redevelopment of the area for individual profit and not for public purposes or benefit.
