Transportation Committee Recommendation For Approval Of Proposed New Schedule And Route For Street Sweeping Services Recommendation
Staff recommends that the City Council approve the Transportation Committee recommendation to approve proposed changes to the current Street Sweeping schedule for the mixed-use service areas of the City as described in this report and illustrated in Attachment B.

Background
In September 2019, a Request for Proposals (RFP) was released by the City for citywide street sweeping services following the end of the previous contract for street sweeping services. One response was received from Contract Sweeping Services and was deemed to be responsive. On December 19, 2019, the City Council approved resolution 19-170, awarding the Citywide Street Sweeping Contract to Contract Sweeping Services. Also in 2019, City staff installed new signage for street sweeping which enforced restricted parking in areas during street sweeping. Subsequent to implementation of the new contract, residents have communicated that the current street sweeping signage and schedule that enforces no parking on both sides of the street over multiple nights is problematic.

Residential streets are scheduled to be swept once per month with the North and East half of each residential street (from centerline to curb) on the 1st Thursday of the month between the hours of 8:00 a.m. and 12:00 p.m. The South and West half of each residential street (from centerline to curb) are swept on the 2nd Thursday of each month between the hours of 8:00 a.m. and 12:00 p.m. Commercial streets are scheduled to be swept four times per month total, occurring twice per week as follows: 1st and 3rd Mondays 8pm-5am, and 1st and 3rd Thursdays 8pm-5am. Attachment A illustrates these routes and schedules for the street sweeping services.

As noted above, the current street sweeping plan includes a schedule for residential areas and a schedule for commercial areas. The street segments affected by the current proposed changes are part of a mixed use residential and commercial area. New development in the area has increased the number of residents and has also impacted the available parking. Residents are unable to park on either side of the street between the hours of 8pm-5am on 1st and 3rd Mondays and Thursdays. Residents have suggested a modified schedule that can accommodate both residential and commercial uses.

Discussion
City staff has communicated with the street sweeping vendor about amending the existing street sweeping schedule that has been in place since 2016 to one that will provide City residents with a more functional schedule, route and service. The vendor is amenable to making the changes described below.

The recommended changes are for the South and West sides of the streets (noted below) from Sunday 8pm to Monday at 5am, and for North and East sides of the streets from Wednesday 8pm to Thursday at 5am.

Route changes will be to the following streets:
45th Street (Holden Street to Horton Street)
Horton Street (40th Street to 45th Street)
Sherwin Street
Hubbard Street
Halleck Street
Park Avenue (West of Hollis Street)
Halleck Street (West of Hollis Street)
Stanford Avenue (Doyle Street to Vallejo Street)
Street Sweeping is an integral part of quality of life on urban residential streets and the City of Emeryville is committed to ensuring that effective street sweeping is provided to residents and businesses.

Fiscal Impact
There is no fiscal impact as a result of the proposed changes. The proposed changes can be implemented with no changes in scope or value to the existing street sweeping contract.

Staff Communication with the Public
Approximately 37 residents have communicated with City Staff through See-Click-Fix to express issues with the current street sweeping schedule and the resulting parking impacts. City staff has communicated with residents regarding this issue through See-Click-Fix to acknowledge their concerns.

Advisory Committee Recommendation
At the January 12, 2022 Transportation Committee meeting, a motion was passed in support of the staff recommendation to approve the proposed changes to the current street sweeping schedule.
