RESOLUTION NO. 22-23
Resolution Of The City Council Of The City Of Emeryville Approving The Scope Of Work For And Authorizing The City Engineer To Advertise For Public Bids On The Marina Park And Powell Street Lighting Project, EPW-20103 (CIP No. 17495012); CEQA Determination: Exempt Pursuant to CEQA Guideline 15301(c) WHEREAS, the Capital Improvement Program adopted by the City Council in June 2016 included funding for the Marina Park and Powell Street Lighting Project, (CIP No. 17495012); and
WHEREAS, the existing lighting system is 45 years old and the poles and anchor bolts are suffering rust due to the saltwater bay environment; and WHEREAS, several light poles have failed in the past decade and require new foundations for replacement; and
WHEREAS, the Project entails upgrading street light poles and lighting throughout the Marina Park and parking lot areas, as well as replacement of standard street lights along Powell Street from Frontage Road to the Marina turnaround; and WHEREAS, on December 21, 2022, the City Council approved the scope of work for and authorized the City Engineer to advertise for public bids The 40th Street Bridge Railing And Lumec Light Pole Painting Project, EPW-20103 (CIP No. 15475015 And 15475028); and
WHEREAS, in order to expedite delivery of the Marina Park and Powell Street Lighting Project, (CIP No. 17495012), staff has proposed to combine the Marina Park and Powell Street Lighting Project into the EPW-20103 project’s scope that was approved by City Council on December 21, 2022; and
WHEREAS, Coastland Engineering was retained by the City through an on-call professional services contract to provide design services for the PS&E (Plans, Specifications and Estimate) package for the Project; and WHEREAS, the PS&E package is substantially complete and ready for bidding in March/April 2022; and
WHEREAS, there is adequate budget in Fund 495 within CIP Project No. 17495012 to complete the project; and
WHEREAS, once the City Engineer has reviewed and approved the plans and specifications they will be ready to advertise for Public Bids; now, therefore, be it RESOLVED, by the City Council of the City of Emeryville that said Project is determined to be exempt under categorical exemption Class 1 Existing Facilities, State CEQA Guidelines Section 15301(c); and, be it, further

Marina Park and Powell Street Lighting Project – Authorize Bids City Council Meeting | March 1, 2022
RESOLVED, by the City Council of the City of Emeryville hereby approves the scope of work for the Marina Park and Powell Street Lighting Project (CIP No. 17495012) and combines that scope with that of the 40th Street Bridge Railing and Lumec Light Pole Painting Project (which are now collectively EPW-20103), and, be it, further RESOLVED, by the City Council of the City of Emeryville that the City Engineer is hereby authorized to advertise said project for Public Bids once the City Engineer has approved the plans and specifications.
