Resolution Of The City Council Of The City Of Emeryville Authorizing The City Manager To Establish A Pilot Program To Augment The Community Grant Program With $50,000 From The Art In Public Places Fund For Visual Arts Grants WHEREAS, Article 4 of Chapter 2 of Title 3 of the Emeryville Municipal Code establishes the Contributions for the Art in Public Places Program (“Public Art Ordinance”); and WHEREAS, Section 3-2.404 of the Emeryville Municipal Code establishes the Emeryville Public Art Fund to implement the Art in Public Places Program; and WHEREAS, the City of Emeryville (“City”) adopted the Public Art Master Plan on November 29, 2016; and
WHEREAS, since 1996, the City has implemented a Community Grant Program that provides funds to non-profit organizations for community events and activities; and WHEREAS, past applications to the Community Grant Program have included projects that propose “visual arts” installations; and
WHEREAS, pursuant to Section 18.13 of the Art in Public Places Program Policy and Procedure, adopted by the City Council by Resolution No. 90-115 on December 18, 1990, the Public Art Committee (“PAC”) shall review art plans for artwork to be located within a public place by the City; and
WHEREAS, the PAC has previously raised concerns that visual art installations on public properties have been recommended for Community Grants funding without the PAC’s review prior to City Council award; and
WHEREAS, on November 18, 2021, and January 13, 2022, the PAC discussed the intent and need for a Visual Art Grant Pilot Program consistent with the Public Art Master Plan and the Public Art Ordinance; and
WHEREAS, on January 13, 2022, the PAC recommended that the City Council approve a Visual Art Grant Pilot Program that augments the Community Grant Program with $50,000 in Art in Public Places funds; now, therefore, be it RESOLVED, that the City Council of the City of Emeryville hereby authorizes the City Manager to establish a Visual Arts Community Grant Pilot Program to augment the Community Grant Program with $50,000 from the Art In Public Places Fund (Fund 243) for Visual Arts Grants beginning in Fiscal Year 2022-2023.
