Resolution Of The City Council Of The City Of Emeryville Approving The Scope Of Work For And Authorizing The City Engineer To Advertise For Public Bids On The Marina Park And Powell Street Lighting Project, EPW-20103 (CIP No. 17495012); CEQA Determination: Exempt Pursuant to CEQA Guideline 15301(c) Recommendation
Staff recommends that the City Council of the City of Emeryville adopt the above-entitled resolution.
Background
The Capital Improvement Program (CIP) adopted by the City Council in June 2016 included funding for the Marina Park and Powell Street Lighting Project (“Project”), (CIP No. 17495012). The existing lighting system is 45 years old, and the poles and anchor bolts are experiencing rust due to the saltwater bay environment. Several light poles have failed in the past decade and require new foundations for replacement. Many of the pole bases are buried in the topsoil and are not easily accessible.
The Project entails upgrading street light poles and lighting throughout the Marina Park and parking lot areas. The upgrades also include replacement of standard streetlights along Powell Street from Frontage Road to the Marina turnaround.
On December 21, 2022, the City Council approved the scope of work for and authorized the City Engineer to advertise for public bids on the 40th Street Bridge Railing and Lumec Light Pole Painting Project, EPW-20103 (CIP No. 15475015 And 15475028).
Discussion
In order to expedite delivery of the Project, staff proposes to combine the Marina Park and Powell Street Lighting Project into the EPW-20103 project’s scope that was approved by City Council on December 21, 2022. Cost savings will be realized in managing the Project, mobilizing the Contractor, and other discounts due to economies of scale related to items on the combined scope of work.
This Project includes the reconstruction of the existing street light system on Powell Street from Frontage Road to the cul-de-sac at the Marina. This Project also includes the reconstruction of the existing pedestrian path lighting system at the Marina Park.
The street light poles on Powell Street will be replaced with similar existing style cobra head poles. The new Marina Park and parking lot lighting poles will be of a style similar to the existing ones with an LED fixture. New light pole foundations, conduit, wiring and metered service pedestal will be required and a light dimmer, if feasible, will be included to save on energy.
Coastland Engineering was retained by the City as part of an on-call contract to provide design services for the PS&E (Plans, Specification and Estimate) package for the Project. They are substantially complete with the PS&E phase and the Project will be ready to advertise for bids in March/April 2022.
Staff is recommending that Council authorize the City Engineer to prepare bid documents for the construction of these improvements and advertise the project for public bids.
