FROM: Charles S. Bryant, Community Development Director SUBJECT: Resolution Of The City Council Of The City Of Emeryville Authorizing The City Manager To Enter Into A Professional Services Contract With West Coast Code Consultants For A Total Amount Not To Exceed $1,137,074 For Providing Building Division Services For The City Of Emeryville During Fiscal Years 2022-2023
ACTION REQUESTED
Staff requests that the City Council approve the above-entitled resolution authorizing the City Manager to enter into a professional service contract with West Coast Code Consultants (WC3) for a total amount not to exceed $1,137,074 for providing Building Division services during fiscal years 2022-2023.
BACKGROUND
The contract amount will cover fiscal year 2022-2023 and corresponds with the City’s operating budget line items for Building Division Professional Services in the budget approved by the City Council on June 7, 2022, with $200,000 held aside for a future contract with another vendor to provide supplemental inspection services. WC3 has provided a staff roster of competent plan checkers, combination building inspectors, counter permit technicians and code enforcement officers capable of handling the Building Division’s needs.
DISCUSSION
The professional services contract with WC3 for plan check, building inspections, counter and code enforcement services is necessary to provide continuing support staff in the Building Division. Over the past several fiscal years, the City of Emeryville has maintained an extensive amount of construction activity and expects activity to continue through fiscal year 2022-2023. Contract services in the past have provided plan checking, building inspection, project coordination, and other support services such as front counter coverage during City staff vacation and absences.
This budgeted amount for professional services includes development projects that are known at this time, including Sherwin Williams Buildings B1, B2, C, and D; Sherwin Williams Existing Building 1-31; the 6701 Shellmound “Nady Site”; BioMed Emeryville Center of Innovation; and 6701 Shellmound “Nady Site”, which are expected to be completed in fiscal year 2022-2023, and development projects currently under plan review such as the Bay Street Grocery Store and the Nellie Hannon Gateway affordable housing project, in addition to typical tenant improvements and residential remodels. If additional major development projects come forward during the next fiscal year, staff will prepare contract amendments and budget adjustments, as appropriate, for future City Council consideration.
FISCAL IMPACT
The funding for this contract was included in the Fiscal Year 2022-23 Budget approved on June 7, 2022: (101-1730-80045, 80050, 80305, 80480 and 80490) budget $1,337,074 less the contract of $1,137,074 = $200,000 available as discussed above. Additionally, it is anticipated that the proposed contract amount will be covered by building plan review and permit fees and was included in the adopted budget.
RECOMMENDATION
Staff recommends that the City Council approve the attached resolution to utilize contract services with West Coast Code Consultants for fiscal year 2022-2023 to fulfill the Building Division’s staffing needs and to maintain and enhance the customer service that the public expects.
