SUBJECT:
Resolution Of The City Council Of The City Of Emeryville Authorizing The City Manager To Submit An Application To The Volkswagen Environmental Mitigation Trust Fund, Execute Certain Assurances, and Administer Funds Recommendation
Staff recommends that the City Council approve the above-entitled resolution.
Background
The City of Emeryville received notice that all existing diesel vehicles over 14,001 gross vehicle weight rating (GVWR) with a 2007-2009 engine will no longer be compliant with California Air Resources Board’s Truck and Bus Regulations and, as a result, DMV registration will be automatically denied for these vehicles effective January 1, 2023. As a result, the City will need to replace its 2008 wheelchair accessible bus for the Senior Center to continue to maintain its comprehensive day-trips program and support other City services and programs.
The California VW Mitigation Trust Fund provides $130 million in funding for public and private agencies to replace older, high-polluting vehicles and buses with new battery-electric or fuel cell vehicles and buses. Eligible applicants must be owners of transit buses, school buses, and shuttle buses, and the vehicle being replaced must be removed from service in order to qualify for funding. The maximum funding that can be awarded for a replacement electric shuttle bus is $160,000.
Since public and non-profit transportation providers that apply for administration, capital, and operation assistance under local, state, and federal programs are required to designate an individual authorized to submit an application and administer the trust funds, the resolution authorizes the City Manager to apply for and administer these funds.
Discussion
The City’s estimated cost for a 19-passenger capacity electric vehicle (EV) that meets all trust fund requirements and the needs of Emeryville’s green initiatives is $182,650.00. As a result, the City estimates that an additional amount of $22,650 will need to be appropriated from the Vehicle Replacement Fund to cover the difference.
Applicants for the Volkswagen Environmental Mitigation Trust Fund must apply online, and will be processed on a first come, first served basis as long as project funds are available. If the City is awarded these funds, upon receipt of the replacement vehicle, there is an additional cost of $250 to decommission the existing shuttle bus.
Fiscal Impact
The maximum grant that can be awarded is $160,000. As a result, an additional $22,650 will need to be appropriated by the City Council from the Vehicle Replacement Fund plus an additional amount of $250 to cover cost of decommissioning the existing shuttle bus.
Staff Communication with the Public
