Discussion on Whether To Add A Future Agenda Item To Consider Amending The City Council Rules Of Procedure To Authorize The Mayor To Issue Ceremonial Off-Agenda Proclamations In Recognition Of Community Members Recommendation
This report offers the City Council the opportunity to discuss whether to add a future agenda item to consider amending the City Council Rules of Procedure (“Rules”) as described in the title above.
DISCUSSION
At the June 7, 2022, regular City Council meeting, Mayor Bauters requested and received majority support that an item be added to a future City Council meeting agenda for the Council to discuss allowing the Mayor the discretion to issue off-agenda, ceremonial proclamations in honor or recognition of community members. The Mayor’s powers are established in the Rules, attached to this staff report. Revision of the Rules would require passage of a resolution.
Section 2.12 of the Rules states that “the Mayor is a member of the City Council and thus has all the powers of a member” and that “the Mayor shall be the Presiding Officer” of City Council meetings and “may move, second or debate”. Other actions the Mayor may take independently, per the Rules, are calling special meetings, and holding an opening activity at Council meetings. The Emeryville Municipal Code reinforces the Mayor’s status as the presiding officer, names the Mayor as Chair of the Disaster Council and allows some other miscellaneous authority as shown on Attachment 2.

There are no direct fiscal impacts to the City from taking this action.
