Resolution Of The City Council Of The City Of Emeryville Authorizing The City Manager To Execute A Grant Recipient Contract With Emeryville Citizens Assistance Program (“ECAP”) In The Amount of $74,782 To Support Food And Clothing Distribution To Persons Experiencing Homelessness And Those NearHomelessness For Fiscal Year 2022-2023 WHEREAS, the Emeryville Citizens Assistance Program (ECAP) provides support for atrisk families and individuals by providing a daily food give-away, clothing, counseling services, and resource referrals for housing and personal needs in Emeryville; and WHEREAS, ECAP is requesting a total of $74,782 in support for Fiscal Year 2022-23 to cover costs of the program's rent, utilities, and operating expenses; and WHEREAS, the Fiscal Year 2021-2022 Grant Recipient Contract with ECAP included performance milestones intended to ensure that ECAP works towards increasing its administrative capacity, the implementation of which ECAP has shown substantive progress in meeting; and
WHEREAS, the proposed Grant Recipient Contract with ECAP for Fiscal Year 2022-2023 continues the requirement of performance milestones intended to ensure that ECAP works towards increasing its administrative capacity; and WHEREAS, ECAP provides an important community service for individuals and families in need; now therefore, be it
RESOLVED, that the City Council of the City of Emeryville authorizes the City Manager to execute a Grant Recipient Contract for FY 2022-2023 with Emeryville Citizens Assistance Program in substantial form as attached to this resolution as Exhibit A for an amount not to exceed $74,782; and be it further
RESOLVED, that the City Council of the City of Emeryville hereby authorizes the City Manager to execute minor amendments to the Grant Recipient Contract, provided such amendments do not increase the City’s obligations thereunder.
