SUBJECT:
Report To The City Council Of The City Of Emeryville Of Recommendations Made By The Bicycle/Pedestrian Advisory Committee Recommendation
Staff recommends that City Council receive this report on recommendations from the Bicycle/Pedestrian Advisory Committee (BPAC).
Background
The BPAC consists of nine members of the Emeryville community; it meets ten times a year to provide input and recommendations to improve access, infrastructure, and safety for people who walk, bike, or roll in Emeryville. The BPAC recommends actions for Council consideration. Members of the Committee have requested a method of formally transmitting these recommendations to Council on a regular basis. The last report to Council was January 19, 2021.
Discussion
This report on BPAC recommendations covers motions made from the February 2021 through May 2022 meetings of the committee. The BPAC spent much of 2021 and the beginning of 2022 providing input on the development of the Active Transportation Plan (ATP) as well as feedback on several proposed developments in Emeryville, resulting in minimal recommendations to Council during this timeframe. Timely actionable updates such as recommended funding for the annual Bike to Wherever Day were brought to Council as individual items. Attachment A includes the motions made to Council during this time.
As a part of this update, staff would like to acknowledge two longstanding members of the BPAC for their dedication and continued contributions toward creating an Emeryville that is safe, comfortable, and accessible to bicyclists and pedestrians. For more than a decade each of service on various commissions and committees, including the BPAC, thank you Celeste Burrows and John Scheuerman.
Fiscal Impact
While there are costs and staff resource impacts associated with some actions recommended by the BPAC, there is no fiscal impact to reporting the actions to Council.
Staff Communication with the Public
This reporting process has been discussed several times at BPAC meetings.
Conclusion
This is the third of a regular series of similar reports to Council from BPAC.
