Discussion on Whether To Add A Future Agenda Item To Consider Amending The City Council Rules Of Procedure To Discontinue The Role Of Council Member Liaison To Emeryville Community Advisory Committees/Commissions Recommendation
This report offers the City Council the opportunity to discuss whether to add a future agenda item to consider amending the City Council Rules of Procedure (“Rules”) as described in the title above.

DISCUSSION
At the June 21, 2022, regular City Council meeting, Mayor Bauters requested and received majority support that an item be added to a future City Council meeting agenda for the Council to discuss whether to discontinue the role of Council Member liaison. The role of Council Member liaison is established in the Rules, attached to this staff report. Revision of the Rules would require passage of a resolution.

Section 8.3 of the Rules states that “City Council members may serve as non-voting liaisons to standing community advisory committees”. Liaisons are appointed each year to the various committees from among the Council Members.

Currently, there are Council Members serving as liaisons on the Bicycle/Pedestrian Advisory Committee, Budget Advisory Committee, Commission on Aging, Economic Development Advisory Committee, Housing Committee, Parks and Recreation Committee, and the Public Art Committee. Whether or not to have a Council Member liaison is at the discretion of each committee/commission.

Fiscal Impact
There are no direct fiscal impacts to the City from taking this action.

Staff Communication with the Public
This item was requested by Mayor Bauters at the June 21, 2022, meeting.

Conflict of Interest
Not applicable
Conclusion
Whether to discuss the matter and provide staff direction is at the Council’s discretion.
