Recommendations for improving the Emeryville website as a senior citizen resource City and county websites are a resource for residents to find assistance when searching for solutions or paths to a solution for a current need. On the simple side, this can be a search for recreational choices. For the most challenging situations, these sites help those desperate for food, housing, healthcare, and support. These needs became severe during the recent Covid economic environment through which many seniors and others in Emeryville struggled through. During that period, several of the members of COA expressed a need for improvement since they were unable to find the help they sought to gain personal aid.
A result of COA’s experience living through the challenges impacting them and our extensive work on the Age Friendly project, we request the City Council to give a high priority to improving the Emeryville website. Senior citizens living within our jurisdiction should be able to count on support when they look to the city’s social services. The COA believes you agree with this concept and hope you will expand the scope of our request to include adding access to case-manage resources.
THE PROBLEM is outlined first. Then SOLUTIONS will outline our suggestions as well as provide sample pages (Appendix 1 – 8) to be considered as an opening concept for the changes you ask to be made to Emeryville’s website.
THE PROBLEM
Tests
This committee used a defined set of tests to place on the website in its current condition. Websites from City of Berkeley and Alameda County Social Services were deemed as models.
Content:
Function - Do links take you to desired destinations?
Accuracy - Are described services currently available?
Dynamics – Additions or improvements.
Ease of Use:
Is the page “user friendly”?
Are accessibility standards sufficient?
Understandability:
Is the topic and text clear and easily understood?
Quality of Assistance:
Do instructions provide significant aid to reader seeking guidance? Visual Quality:
Use of colors, graphics, photos, and design.
Test Findings for Emeryville website
Content:
Certain links do not work.
Much content exists within the website but difficult to find.
Numerous listed services obsolete, unsupported, or unavailable.
Updating needed.
Ease of Use:
Poor: find what is being looked for in no more than three (3) clicks.
Poor: organize for seniors to easily find a path to their solution.
Weak: accessibility standards minimal in many areas; font size shrunken due to area (drop-down window) with insufficient space for content.
Understandability:
Nominal for English speakers.
Non-existent for other languages.
Quality of assistance:
Decent: Senior Center activities and Zoom classes.
Poor: Housing, Health, Financial, Mobility areas of assistance.
Non-existent: Veteran focused assistance.
Non-existent: LGBTQ
Non-existent: Homeless
Non-existent: Alzheimer’s assistance.
Visual Quality:
Weak: Minimum use of photos, no use of colors or graphics, basic design.
Personalization:
Minimal: Other than City Council members, there are no photos of staff, members of advisory committees, other volunteers, or residents.
THE SOLUTION
Frankly, the need to advance the Emeryville website’s functional quality for many residents desperate for aid pleads for immediate attention. After perusing this report, your first assumption may be that a website developer will need to be budgeted for. However, we request the website needs immediate attention. Current staff could accomplish the objective as the website manager. This is suggested as reasonable, since a few COA members have built websites with little or no training. Pushing this essential project solely to a large budget contractor renders it as a distant dream versus a work in progress.
Here are our recommendations.
Emeryville.org Home page: Use a larger footprint for drop-down menus for Government, Services, Residents, etc. Use larger font size within these.
Residents drop-down: Incorporate Emeryville for Seniors and the “seniors” link under Services together.
Replace existing Seniors-page with a new overview with links to pages containing topics/domains presented. [Appendix 1] Add access to existing maps and create a variety of maps for seniors to tour and enjoy Emeryville’s attributes and recreational opportunities.
Add a search window titled “I am looking for” to new Seniors-page. (Idea from Alameda County site.) Add translation tool to facilitate website use with languages other than English. Note: The v is a drop-down button to display all languages available. (Idea from City of Berkeley site.) Create a new Activities page expanding and reorganizing existing Seniors-page content. [Appendix 2a,b,c] Create links to new pages highlighting topics shown on new Seniors-page. [Appendix 3; Appendix 4a,b; Appendix 5a,b,c; Appendix 6] Create a page “Homebound Living Independently” to provide assistance and guidance for frail elders confined to their homes and improve their quality of life. [Appendix 7a,b] Add a Supportive Services and Community page to provide a place to cover special needs, which includes demographic groups that deserve attention. In addition, it is where a Question-and-Answer forum to provide access to past interactions. These preserves proven solutions for viewers to receive quality guidance without having to talk to a live person. [Appendix 8a,b,c] Appendices
