SUBJECT:
Resolution Of The City Council Of The City Of Emeryville Approving Curb Color Designations At the Lennar Multifamily Communities Sherwin Williams Mixed Use Project on Sherwin Avenue, Horton Street, Hubbard Street And 46th Street Recommendation
Staff recommends that the City Council of the City of Emeryville adopt the above resolution approving curb color designations at the Lennar Multifamily Communities Sherwin Williams Mixed use Project.
Background
California Vehicle Code section 21458 authorizes local authorities to enact local parking regulations indicated by the use of paint upon curbs using certain colors. Further, the Emeryville Municipal Code authorizes the Transportation Committee, with the consent of the City Council, to designate red colored no parking zones, yellow colored loading zones, and green colored limited duration parking zones on any City street or publicly controlled off-street parking facility.
This item is being brought directly to City Council due to a lack of quorum at the Transportation Committee where one of the two members recused themselves from items related to the Lennar-Sherwin Williams development.
Discussion
The portions of curb on Horton Street, 46th Street, Sherwin Avenue, and Hubbard Street which have been constructed as part of the Lennar Multifamily Communities Sherwin Williams Mixed Use Project are currently undesignated with no parking restrictions in effect. In order to regulate anticipated parking demand and uses including: the United States Postal Service, public shuttle, commercial loading and unloading, and parking demands by users of the proposed public park and the general public; staff recommends that the City Council designate color curb parking spaces in a way that best serves these expected parking demands and needs as set forth in Exhibit A.
FIScal Impact
Curb color painting, stenciling and associated signage will be performed by Lennar Multifamily Communities. Maintenance of designated color curbs on Hubbard and 46th Streets will be performed by Lennar Multifamily Communities and other designated curbs will be maintained by the City.
Anticipated Annual Maintenance Cost: $ 1,000
