SUBJECT:

Resolution Of The City Council Of The City Of Emeryville Consenting To The Amendment Of The Pay And Benefits Plan For Unrepresented Employees Effective July 16, 2022 Recommendation
Staff recommends that the City Council approve the above-entitled resolution.

Background
On May 3, 2022, a resolution was approved to amend the comprehensive Pay and Benefits Plan for Unrepresented Employees to ensure the efficient administration of the plan while enhancing the agency’s ability to effectively communicate the competitive pay and benefit package provided to employees.

The Pay and Benefits Plan for Unrepresented Employees had been amended to conform with the pay adjustments provided to the MESA’s other bargaining unit groups. Wages in this plan for unrepresented employees only are listed in Appendix A. The wages for unrepresented employees listed in Appendix B was not included as it was previously updated separately from the classifications indicated in Appendix A. As a result, classifications in Appendix B have not been updated since July 1, 2015 according to Resolution No’s MA311-15, MA295-15, MA296-15, MA297-15, MA298-15 and MA-299-15. Updating and incorporating Appendix B to capture the non-benefitted temporary and non-management benefitted pay rates associated with unrepresented classifications is appropriate and justified. Effective on July 16, 2022, the salary ranges for all unrepresented employees listed in Appendix B will be incorporated into the plan with pay adjustments as reflected in Appendix B.

Discussion
The amended Unrepresented Employees Pay and Benefits Plan will add the following to Appendix B. Pay adjustments, in alignment with other bargaining unit groups, inclusive of three percent (3%) adjustments in 2016, 2017, 2018, 2019, and 2020, a two percent (2%) pay adjustment on July 1, 2021, and a three percent (3%) pay adjustment on July 16, 2022 are reflected in the table below.
