Resolution Of The City Council Of The City Of Emeryville Appropriating $72,508 From The Economic Development Fund (Fund 202) To The Operating Budget For Fiscal Year 2022-2023 (Account 202-87380) For A Previously Awarded Façade Improvement Grant For Daryl M. Rush Builder – Grand Craftsman Supply WHEREAS, on May 16, 2017, the City Council adopted Resolution No. 17-73, approving the re-establishment of the Facade Improvement Grant Program (Program), including Guidelines for the Grant Program; and
WHEREAS, on September 18, 2019, the Economic Development Advisory Committee (EDAC) considered the applications submitted for the second round of the Program and unanimously voted to recommend that the City Council award grants to the top three scoring applications; and
WHEREAS, on November 19, 2019, the City Council considered the recommendations from the EDAC and staff and authorized the City Manager to execute two Grant Recipient Contracts for the Program, including ones with Daryl M. Rush Builder – Grand Craftsman Supply (“Daryl Rush”) and Campaign Furniture (“Campaign”); and WHEREAS, Campaign relocated from Emeryville and its application was deemed withdrawn prior to the execution of its Grant Recipient Contract; and WHEREAS, a Grant Recipient Contract was executed with Daryl Rush to provide $72,508 in Program funds for his proposed façade improvement project; and WHEREAS, due to the COVID-19 pandemic, Daryl Rush experienced significant delays in completing the project pursuant to the Grant Recipient Contract; and WHEREAS, funds sufficient for the Grant Recipient Contract with Daryl Rush were included in the Operating Budgets for Fiscal Years 2019-2020, 2020-2021 and 2021- 2022; and
WHEREAS, due to an oversight by staff, the adopted Operating Budget for Fiscal Year 2022-2023 does not currently include an appropriation for the Program; and WHEREAS, in order to complete the façade improvement project as originally planned, it is necessary to re-appropriate the requisite funds to the Fiscal Year 2022-2023 Operating Budget; now, therefore, be it
RESOLVED, that the City Council of the City of Emeryville hereby appropriates $72,508 from the Economic Development Fund (Fund 202) to the Operating Budget for Fiscal Year 2022-2023 for the Façade Improvement Program (Account 202-87380).
