Consideration Of Transportation Committee Recommendations For A Loading Zone On 64th Street For 6401 Hollis Street, A Loading Zone At 5758 Peladeau Street, And Removal Of A Blue Zone At 1270 62nd Street Recommendation
Staff recommends that the City Council consider and approve the Transportation Committee’s recommendations to install a 30 feet yellow loading zone on 64th Street for 6401 Hollis Street; install a 40 feet yellow loading zone in front of 5758 Peladeau Street; and remove a blue zone at 1270 62nd Street.

Background
The City of Emeryville Municipal Code states the following in Section 4-9.17 Restricted Parking Zones:
(b) Loading Zones.

The Transportation Committee is authorized, with the consent of the City Council, to designate any part of any City street or publicly controlled off-street parking facility as a loading zone. The curbs of loading zones shall be marked yellow by the City Department of Public Works to alert the public that parking is permitted for the loading and unloading of persons or property only.

It shall be unlawful for any operator to stop or park any vehicle in a designated loading zone for purposes other than the loading or unloading of persons or property or to remain in excess of ten (10) minutes unless another time limit for loading, as adopted by the City Council, is posted. (d) Disabled Persons Parking Zones.
(1) The Transportation Committee, with the consent of the City Council, is authorized to designate any part of any street or publicly controlled off-street parking facility a disabled persons parking zone. Only operators of vehicles displaying a valid permit or distinguishing license plate issued to disabled persons by the Department of Motor Vehicles shall park in a disabled parking zone. The Department of Public Works shall mark the curbs of disabled parking zones blue, and signs shall be posted to alert the public that only properly authorized disabled persons shall be permitted to park in such locations. (2) It shall be unlawful for an operator to park any vehicle in a disabled parking zone unless that vehicle displays a valid permit or distinguishing license plate issued to a person with a disability by the Department of Motor Vehicles.

Discussion
The City Council designates restricted parking zones and may consider the Transportation Committee’s recommendations (Emeryville Municipal Code sections 4-9.01(a), (d), (e); 4-9.17).

A request to add a 30’ yellow loading zone on 64th Street to help support loading activities for 6401 Hollis Street was forwarded and considered at the September 14, 2022, Transportation Committee meeting. The Transportation Committee moved to approve the request and voted unanimously to forward the request to the City Council for consideration.

In late 2018, Teranomic Software requested and was granted 40’ of passenger loading zone spaces in front of 5745 Peladeau Street. On September 14, 2022, the Transportation Committee heard a request for the installation of 40’ of yellow loading zone in front of their new location at 5758 Peladeau Street, which would result in the loss of two existing 2-hour green zone spaces. The two spaces will be re-painted across the street of the former yellow zone location. The Transportation Committee moved to approve the request and voted unanimously to forward the request to the City Council for consideration.

A request to remove a blue zone at 1270 62nd Street was forwarded and considered at the September 14, 2022, Transportation Committee meeting. There were no members of the public in attendance in favor of or opposed to the removal of the parking zone. The Transportation Committee moved to approve the request and voted unanimously to forward the request to the City Council for consideration.

Fiscal Impact
The cost for staff to add the two yellow zones and to remove the blue disabled parking zone can be covered by the Public Works’ existing operating budget at a cost of approximately two thousand dollars ($1,600.00) for materials and staff labor.

Staff Communication with the Public
There was no significant, non-routine communication with the public.

Conclusion
Staff recommends that the City Council consider and approve the Transportation Committee’s recommendations to install a 40 feet yellow loading zone on 64th Street for 6401 Hollis Street; install a 40 feet yellow loading zone in front of 5758 Peladeau Street; and remove a blue zone at 1270 62nd Street.
