Emeryville BPAC Liaison
Mr. Anderson,
Please find the CVE pilot program overview requested by the Emeryville BPAC below.

Vision: The top reasons cyclists stop cycling, and potential cyclists don’t ride, are near misses and perceived risk.

Our mission is to increase the number of cyclists who feel safe and confident riding on the roads by preventing near misses, collisions, injuries and fatalities.

Goals:

1. Prevent near misses, collisions, injuries and fatalities by educating cyclists to ride with a camera, and submit near miss incident reports with video evidence

2. Ensure law enforcement and the legal system enforce existing laws for cycling safety

3. Generate accurate and objective near miss incident data documenting the actual threats and risks limiting the potential cycling population

4. Leverage near miss incident data to help secure road safety improvement funding

5. Provide the basis for Emeryville to publicly announce support for The Six Commitments for Cycling Safety
Duration: 4 months
In the first month we will Identify and select 10 active cyclists who regularly experience near misses to participate in the 3-month program. Participants will complete an initial baseline cycling experience survey followed by training on camera/video technology and usage, near miss spectrum awareness, near miss incident reporting to CVE’s Incident Management System (IMS), as well as incident updating, analysis, mapping and searching for repeat offenders. Participants will also receive training on submitting near miss incident reports to law enforcement, ensuring they are accepted and guiding them through the legal system. CVE, the Emeryville BPAC Chair and Emeryville BPAC Liaison will meet with local law enforcement to secure their program participation.

Months 2 – 3. Cyclists will always ride with a camera and submit incident reports for all near misses they encounter to the IMS. CVE will provide technical and case management support for every cyclist. CVE will also serve as the cyclists’ advocate when working with law enforcement and District Attorneys.

Month 4. Post program survey, analysis and reporting.
