SUBJECT:

Report To The City Council Of The City Of Emeryville Of Recommendations Made By The Bicycle/Pedestrian Advisory Committee Recommendation
Staff recommend that City Council receive this report on recommendations from the Bicycle/Pedestrian Advisory Committee (BPAC).

Background
The BPAC consists of nine members of the Emeryville community; it meets ten times a year to provide input and recommendations to improve access, infrastructure, and safety for people who walk, bike, or roll in Emeryville. The BPAC recommends actions for Council consideration. Members of the Committee have requested a method of formally transmitting these recommendations to Council on a regular basis. The last report to Council was July 5, 2022.

Discussion
This report on BPAC recommendations covers motions made from June 2022 through September 2022 meetings of the committee. The BPAC has spent much of the summer period in discussion and providing input to various items including development of the Active Transportation Plan (ATP), feedback on proposed developments, and discussion of ongoing and upcoming bicycle and pedestrian projects. Attachment A includes all formal, non-administrative, motions made to Council during this time.

A brief summary of the pilot project proposal by Cyclist Video Evidence (CVE) is included as Attachment B. Staff has not evaluated the recommendation for potential impacts beyond the immediate fiscal request in the proposal. Should further investigation into the program be directed by Council, a full review of potential impacts and implications will be required by other departments including Police, and Public Works. Furthermore, the City Attorney's Office has reviewed the proposal for a cycle video evidence program and has advised that a change of state law would be required to implement such a program in the City of Emeryville.

Fiscal Impact
While there are costs and staff resource impacts associated with some actions recommended by the BPAC, there is no fiscal impact to reporting the actions to Council.

Staff Communication with the Public
This reporting process has been discussed several times at BPAC meetings.

Conclusion
This is the fourth of a regular series of similar reports to Council from BPAC.
