Resolution Of The City Council Of The City Of Emeryville Authorizing The City Manager To Enter Into A Purchasing and License Agreement with Sun Ridge Systems, Inc. For The Software Licensing, Services, Support, and Hardware Necessary to Implement A Computer Aided Dispatch And Records Management System (CAD & RMS) For The Police Department In An Amount Not to Exceed $383,720, Authorizing an Additional Appropriation of $38,280 To Cover Additional Emeryville Police Department Costs For Hardware, Software, And Training To Support The Project, And Appropriating Funding From The Sources Identified Within The Fiscal Impact Section.
WHEREAS, public safety requires that the Emeryville Police Department have an effective functional computer aided dispatch and records management system (CAD/RMS); and
WHEREAS, an RFP for an updated CAD/RMS system was approved and issued on July 20, 2022, for an updated system that would enhance the Police Department’s ability to receive, dispatch, and track calls for service, reduce report writing time and thus free up resources, to enhance the quality of service, and make more data available to the public; and
WHEREAS, the Police Department purchased the current CAD/RMS system almost seven years ago, in 2016, and that system needs to be replaced and updated to better meets the needs of the Emeryville community in terms of access, reporting and analysis, and enable the Police Department to more easily comply with new and emerging data collection and reporting requirements; and
WHEREAS, the Emeryville Police Department conducted extensive research into Sun Ridge Systems, Inc.’s CAD & RMS system, RIMS, and determined that it exceeds the requirements outlined in the RFP and will improve the Police Department’s efficiency and transparency with the public; and
WHEREAS, the total amount required has been determined to be $422,000, which will be allocated from the transfer of $122,000 from CIP# IT-03, Fund 670, project number 01670111, the transfer of $100,000 from CIP# IT-06, Fund 670, project number 18670011, the transfer of $20,000 from CIP# CF-18, Fund 475, project number 21475003 to CIP# IT-05, Computer Aided Dispatch/Records Management System(CAD/RMS), project number 17670013; a decrease of the Police Department operating budget for FY22/23, general fund 101-2200-73350 by $105,000 and 2200-77260 by $7,800, and to appropriate a total of $180,000 from the general fund to fund 670 for CIP# IT-05, Computer Aided Dispatch/Records Management System (CAD/RMS), project number 17670013, and be it further
RESOLVED, by the City Council of the City of Emeryville to authorize the City Manager to enter into a contract with Sun Ridge Systems, Inc. for the CAD & RMS systems, RIMS, for an amount not to exceed $383,720.
