Resolution Of The City Council Of The City Of Emeryville Authorizing The City Manager To Enter Into A Professional Services Contract In The Amount Of $2,198,806.84 With Diablo Engineering Group For Professional Design Consultant Services For The 40th Street Transit-Only Lanes And Multimodal Enhancements Project, (CIP Project T-13) Recommendation
Staff recommends that the City Council adopt the above-entitled resolution.
Background
The 40th Street Transit-Only Lanes and Multimodal Enhancements Project (Project) includes the redesign of 40th Street and parts of San Pablo Avenue and Shellmound Street to improve conditions for bus riders, pedestrians, and cyclists. The Project will reduce travel time for buses by striping bus-only lanes in both directions. It will install a two-way Class 4 separated bikeway from Adeline Street to the Bay Bridge Trail. The project will also make pedestrian safety improvements at eleven intersections and add bus boarding islands and shelters. The City Council previously approved the conceptual design of the Project and found it to be exempt from the California Environmental Quality Act on July 9, 2019.
Due to limits on total funding and available grant opportunities, the Project was split into two design portions with one for the pedestrian/bicycle improvements and one for the transit improvements. In 2021, the City received notification of approval for $2,000,000 of Alameda CTC funding (2022 CIP Call for Projects) for design of the Plans, Specifications and Estimate (PS&E) for transit improvements on the Project. In late 2021, the City received notification of approval for $1,374,000 for the pedestrian/bicycle design through the statewide Active Transportation Program (ATP).
Discussion
On August 19, 2022, the Public Works Department issued a Request for Proposals (RFP) for “Professional Design Services for the 40th Street Transit-Only Lanes And Multimodal Enhancements Project.” On September 23, 2022, the City received proposals from two consultant teams. Both teams demonstrated detailed understanding of the project at-hand, compiled strong teams, formulated well thought-out approaches to the project, and showed ample technical expertise from past projects. That being said, City staff was most comfortable with the approach, experience, and understanding of the City’s needs from Diablo Engineering Group.
After notifying all proposers of the results, City staff entered into negotiations with Diablo Engineering Group following Local Assistance Procedures Manual (LAPM) guidelines. Minor scope changes were incorporated into the original proposal, and this has been incorporated into the task breakdown summary as shown in Exhibit A (Scope of Work) of the Professional Services Contract.
Staff recommends executing a Professional Services Contract with Diablo Engineering Group with an expiration date of June 30, 2025 in order to ensure that this consultant provides full support during the design and bidding phases for the Project.
Fiscal Impact
The Diablo Engineering Group Contract is written to not exceed $2,198,806.84. There is adequate budget within the project budget as follows:
40th-San Pablo Transit Hub and 40th Street Reconstruction Project (CIP Project T-13) Fund 254 (Alameda CTC)
$2,000,000
Resolution 21-125
40th-San Pablo Transit Hub and 40th Street Reconstruction Project (CIP Project T-13) Fund 254 (ATP Cycle 5)
