Resolution Of The City Council Of The City Of Emeryville Authorizing The City Manager To Accept Award Funds From Volkswagen Environmental Mitigation Trust To Purchase One 15 Passenger Max Capacity Wheelchair Accessible Electric Vehicle (EV) Bus, In An Amount Not To Exceed $173,118, From Green Power Motor Company And Transfer $13,368.00 From Fund 660-91200 To Fund 254 And Appropriate VW Funds Of $160,000.00 To Fund 254 When Received WHEREAS, The City of Emeryville received notice that all existing vehicles over 14,001 GVWR with a 2007-2009 engine will no longer be compliant with the Truck and Bus Regulations and, as a result, DMV registration will be automatically denied for these vehicles effective January 1, 2023; and
WHEREAS, The California VW Mitigation Trust Fund provides $130 million in funding for public and private agencies to replace older, high-polluting vehicles and buses with new battery-electric or fuel cell vehicles and buses; and WHEREAS, The City Council authorized the City Manager to submit an application to receive funding for the purchase of a new bus; and
WHEREAS, The City applied for funding and conducted a formal bid process that resulted in two bids; and
WHEREAS, The City was awarded $160,000 toward the purchase of a new EV bus.
The estimated cost for a 15-passenger ADA Electric Vehicle (EV) that meets all trust fund requirements and the needs of Emeryville’s green initiatives is $173,118. The City estimates that an additional amount of $13,118 will need to be appropriated from the Vehicle Replacement Fund to cover the difference; and
WHEREAS, The City will decommission the existing shuttle bus upon receipt of the new EV bus at a cost of $250; and
RESOLVED, The City Council of the City of Emeryville hereby authorizes the City Manager to accept award funds from Volkswagen Environmental Mitigation Trust and to purchase one 15 Passenger max capacity wheelchair accessible Electric Vehicle (EV) Bus, in an amount not to exceed $173,118 from Green Power Motor Company and transfer $13,368.00 from fund 660-91200 to fund 254 and appropriate VW funds of $160,000.00 to fund 254 when received.
