Resolution Of The City Council Of The City Of Emeryville Declaring The Results Of The Emeryville Consolidated General Municipal Election Held On Tuesday, November 8, 2022, As To The Election Of Two Council Members, And The Election For And Against Measure O Recommendation
Staff recommends that the City Council approve the resolution that declares the results of the Consolidated General Municipal Election held on November 8, 2022, as to the election of two Council Members, and the election for and against Measure O.

Background
The General Election was held on November 8, 2022, and the Alameda County Registrar of Voters (ROV) official canvass of returns was completed on December 8, 2022. There were two City Council Members whose terms were expiring, Scott Donahue and Dianne Martinez, and neither of the incumbents sought re-election.

Five candidates qualified for the ballot for the two eligible Council Member seats: Sukhdeep Kaur, David Mourra, Kalimah Priforce, Eugene Tssui, and Brooke Westling.

Discussion
The Certificate of Election Results and Official Canvass of the ROV’s returns indicate that the newly elected Council Members are Kalimah Priforce and David Mourra.

On July 5, 2022, the Emeryville City Council adopted a resolution ordering the submission to the qualified voters of the City of Emeryville a measure to approve a real property transfer tax increase, which became known as Measure O. The percentage needed to pass was 50% + 1. The Certificate of Election Results and Official Canvass of the ROV’s returns indicate that the measure has passed.
