Emeryville Traffic Engineering On-Call
New Tasks ( FY22/ 23)
IDEA Grant Project Management Support – Iteris to provide project management and related technical support to complete the IDEA grant funded project. This support includes:
Review of proposed re-timing plans by Econolite/ TJKM for the 17 project intersections prior to implementation. The review will include a comparison of the updated traffic signal database via printed timing sheets provided by Econolite) with the approved values contained in the TJKM final report for signal timing updates. The review will also include the TSP controller timing parameters to be developed by Econolite/ TJKM.
For the TSP implementation, Iteris will work with Advanced Traffic Products (Tim Sullivan) to complete the configuration the GTT TSP/ EVP equipment for TSP operation for the 17 project intersections. This includes setting the bus detection distance for each approach and setting the IP address of the detection card for communications back to the City’s TMC.
Work with JAM/ AI to complete the bicycle VBD/ BSP element of the project for the 17 project intersections. This includes ensuring that JAM/ AI completes set-up and configuration at each location. Iteris will review system configuration settings by JAM/ AI for approval prior to deployment. Configuration settings will include hierarchy of priority calls from both transit and bicycle priority.
Upon completion of deployment and operations of the VBD/ BSP, work with JAM/AI to complete verification testing.
Work with Econolite and their subs to re-establish bi-weekly project status meetings to ensure project progress and resolve any issues.
Assist the City with preparing any required grant reporting documentation.
Support for this effort is expected to occur to December 2022.
Passive Pedestrian Detection – Iteris will configure and verify passive pedestrian detection at five signalized intersections using the existing video detection system.
The five project intersections are along 40th Street at the following locations: Horton St., Hollis St., Harlan St., Emery St., and Adeline St.
Iteris will remotely access the system and utilize Econolite Vision supervisor software to create pedestrian detection zones for all four corners at each project intersection.
For each pedestrian zone created, Iteris will observe for proper operation.
This effort will be completed by the end of June 2022.
Hollis Street Re-Timing – Iteris will re-time the entire Hollis Street corridor from 40th Street to 67th Street consisting of 11 signalized intersections. This includes the two future signals at 45th Street and at 67th Street. For each intersection:
EXHIBIT A - 1
2022-2023
DocuSign Envelope ID: E468C62F- E508-43C2-88F5-14FC858502D1 Existing basic timing parameters (Minimum Green, Walk, Pedestrian Clearance, Yellow, and All-Red) will be reviewed and recommended values will be proposed to meet current CA MUTCD requirements and City preferences.
New/ updated coordinated timing plans will be prepared for three weekday peak periods (AM, midday, and PM) and two weekend peak periods (midday and PM). The new/ updated coordinated timing plans to be developed will consider the existing cross-coordination plans running along 40th Street and Powell Street.
Coordinated timing plans will be developed using data from the City’s SPM system. The SPM system will be utilized to determine the cycle length and splits at each intersection for each coordination plan. The Synchro software will then be utilized to optimize offsets and phase sequence to enhance progression along the corridor.
Utilization of the City’s SPM should eliminate the needed to conduct intersection turning movement counts at each intersection. If it is not feasible to use data from the SPM (i.e., not all intersections along Hollis St. are currently configured and included in the City’s SPM), then intersection turning movement counts would need to be collected.
Upon approval of the proposed updated basic timing parameters and coordination plans, Iteris will implement the new timings into the City’s Centracs central system and download to the field controllers.
Iteris will conduct field fine tuning of all newly implemented coordination plans to ensure proper operation.
The City will separately procure and install Opticom GPS units at six intersections along Hollis St. If this is done, Iteris will develop TSP settings for each traffic signal controller and work with Advanced Traffic Products (Tim Sullivan) to configure the GTT TSP/ EVP equipment for TSP operation for these six intersections. This includes setting the bus detection distance for each approach and setting the IP address of the detection card for communications back to the City’s TMC.
This effort is anticipated to start in July 2022 with an estimated completion date of November 2022 if SPM data is available for use and traffic count data collection would not be required. If traffic counts are required, data collection would need to wait until school traffic resumes and normalizes (likely mid-September) which would result in an estimated completion date of February 2023.
