Background
In July 2019, the City of Emeryville (City) hired Iteris Inc. (Iteris) to a three-year Professional Services Contract (Contract) for On-Call Traffic Engineering and Consultant Services. On July 1st, 2022, the City Manager authorized and executed one of two additional one-year extensions which extends the terms of the Contract until June 30, 2023.
Discussion
The City has been utilizing Iteris’ On-Call Consultant services to complete various task as they relate to the City’s traffic safety. These services include but have not been limited to calibrating automated pedestrian, vehicle, and bicycle detection systems at the intersections at primary traffic arterial corridors, optimizing coordinated signal timing along those same corridors, and performing project management tasks on behalf of the City pursuant to implementing the traffic program for Innovative Deployments to Enhance Arterials (IDEA).
The City has a need to perform additional traffic safety improvements which include:
Expanding the automated pedestrian detection system to the Hollis St Corridor Performing an Engineering & Traffic Survey (E&TS) to key streets and corridors Conducting traffic counts of Bicycle-Pedestrian activity on various streets Performing reviews and studies of the various private development projects in the City as it pertains to public capital improvements affecting the flow of traffic in the public right-of-way As-Needed On-Call Traffic Engineering Tasks
These tasks are not specifically included within the scope or budget for the existing Contract. The above-titled resolution and proposed Second Amendment would authorize the appropriate funding to perform the work, and add the new tasks listed above to the Contract’s scope of work.
Iteris has performed the tasks effectively, and that the consultant has demonstrated expertise in the work. As a result of their performance and knowledge of City traffic signal systems, staff recommends that the City approve Second Amendment to the Contract.
