SUBJECT:
Resolution Of The City Council Of The City of Emeryville Appropriating Five Thousand Dollars ($5,000) From The Measure BB Bicycle/Pedestrian Fund 264 For 2023 Bike To Work Day (BTWD) Sponsorship Recommendation
Staff recommends that the City Council approve the above-entitled resolution appropriating $5,000 to sponsor 2023 Bike To Work Day at the Silver sponsorship level. The annual Bike To Work Day will be on May 18, 2023 with digital and in-person activities anticipated throughout the month of May.
Background
The City of Emeryville City Council has supported Bike To Work Day financially since 2009, and the City has been an active participant since at least 2004. The City hosts three or four Energizer Stations annually in Emeryville and partners with Bike East Bay and local businesses to provide active transportation education, resources, and prizes for participants.
Bike to Work Day has been well-received in the community with participation levels typically ranging from 800 to 1,100 riders annually. A regional report of 2022 Bike to Work Day activities can be found in Exhibit A.
Bike East Bay offers several levels of sponsorship (Exhibit B) and the City of Emeryville has historically sponsored the event between $2,500 and $4,500. At their February committee meeting, the Bicycle/Pedestrian Advisory (BPAC) Committee recommended sponsorship at the requested $5,000 level for organization of the 2023 event.
Discussion
Bike To Work Day is a popular annual event encouraging bicycling as a transportation option. Stations are an effective way to promote and educate residents on Emeryville active transportation projects such as the newly opened South Bayfront Pedestrian & Bicycle Bridge and pending bicycle and pedestrian counter along the Greenway. Support of this program is consistent with adopted Climate Action Plan and General Plan policies to increase education and awareness of active transportation options and reduce vehicle miles traveled in Emeryville.
The 2023 Bike To Work Day is anticipated to include a series of events throughout the month of May culminating in four Emeryville energizer stations on May 18th. These stations are anticipated to include items such as bike blenders, a bike repair station, food from local businesses, and canvas goodie bags supplied by Bike East Bay. Additional general sponsorship level details can be found in Attachment B.
Fiscal Impact
Funding for the expenses will come from the Alameda County Transportation Commission’s Measure BB – Bike/Ped revenues in Fund 264. There are sufficient funds to cover these expenses.
Staff Communication with the Public
This item was discussed at the February 13, 2023 BPAC meeting.
Conflict of Interest
None known.
Conclusion
Staff recommend that the City Council continue to sponsor Bike To Work Day as it continues to be a popular and successful event promoting active transportation in Emeryville and beyond.
