Staff has no recommendation. Membership composition to the Community Advisory Committees are made at the discretion of the City Council.
Background
At the April 4, 2023, City Council meeting, Mayor Bauters requested and received majority support for an item reducing the membership on the Commission on Aging (COA) from nine to seven members. Earlier in the meeting it was announced that the last commissions and committees recruitment had failed to yield any applications for the COA, and that there are currently four vacancies.
Discussion
The Commission on Aging has had two vacancies since June of 2022. In March of this year, the Commission returned to in-person meetings with the expiration of the California’s State of Emergency order. Two more members resigned in March citing reasons related to in-person meeting requirements.
The meeting quorum for a nine-members body is five. Currently, with only five members the COA cannot meet unless all members are in attendance. Reducing the COA to seven members would lower the meeting quorum to four.

There is no fiscal impact related to the item.

There was no specific staff communication with the public. Committee and commission vacancies and recruitment opportunities are routinely announced at the City Council meetings.
