Resolution Of The City Council Of The City Of Emeryville Authorizing The City Manager To Execute A Standard Agreement With the California Arts Council For A Grant Of $671,429 From The State Of California Arts Council Cultural District Program And Appropriating $671,429 To The Fiscal Year 2022-2023 Budget (Fund 254, Grant Funds) For Promotion, Activities And Administrative Costs Associated With The Rotten City-Emeryville Cultural Arts District
WHEREAS, on March 21, 2017, the City Council adopted Resolution No. 17-38 authorizing an application to the California Arts Council’s (CAC) California Cultural Districts Pilot Program; and
WHEREAS, following a robust and inclusive application process, on July 10, 2017, the CAC awarded the Rotten City-Emeryville Cultural Arts District an official State designation; and
WHEREAS, districts designated as part of the Pilot Program received a small stipend of $5,000 to use for various needs related to promoting the district; and WHEREAS, on March 15, 2023, the CAC announced grants of $671,429 for the period July 1, 2022 to June 31, 2025 for each of the 14 existing officially recognized Cultural Districts; and
WHEREAS, in order to access the grant funds, eligible Cultural Districts must enter into a Standard Agreement with the CAC; and
WHEREAS, the grant funds provided by the CAC will support the promotion, marketing, activities and administrative costs associated with the Rotten City-Emeryville Cultural Arts District to the benefit of the City’s creative economy; now, therefore, be it RESOLVED, that the City Council of the City of Emeryville hereby authorizes the City Manager to execute a Standard Agreement with the California Arts Council in substantial form as attached hereto as Exhibit A; and be it further RESOLVED, that the City Council of the City of Emeryville hereby authorizes the City Manager to execute amendments to the Standard Agreement as needed to effectuate its purposes, provided such amendments do not materially increase the City’s obligations thereunder; and be it further
RESOLVED, that the City Council of the City of Emeryville hereby appropriates the grant funds in the amount of $671,429 to the Fiscal Year 2022-2023 Operating Budget, Fund 254, Grant Funds, for the eligible uses as identified in the Standard Agreement.
