SUBJECT:
Resolution Of The City Council Of The City Of Emeryville Amending The Membership Terms For The Commission On Aging To Staggered 2-Year Terms; And Amending The FY2022-23 Local Roster Of Boards, Commissions And Committee Accordingly Recommendation
Staff has no recommendation. Membership terms for Community Advisory Committees are made at the City Council’s discretion.
Background
The Commission on Aging (COA) cancelled their April 12, 2023, meeting for lack of quorum. At the April 18, 2023, City Council meeting, the Council approved a Resolution to reduce the membership number of the Commission from nine to seven, reducing their quorum number to four. Staff continue to work with the commission secretary to implement strategies to enable this Commission to meet and conduct business.
At the May 2, 2023, City Council meeting, staff asked Council to consider an agenda item to reduce the term of membership from four years to two years on the COA. Mayor Bauters requested the item and received majority support.
Discussion
The COA is the only Advisory Body with four-year terms. Staff is proposing a reduction in term length from four years to two years to make the membership more manageable and attractive to community members. The last recruitment failed to produce any applicants and the Commission still only has five members.
Currently, there are four seats expiring as of June 30, 2023. To maintain staggered terms on the Commission, staff proposes that the four terms scheduled to expire June 30, 2023, be reinstated as one-year terms for FY2023-24, and then as two-year terms beginning July 1, 2024:
