SUBJECT:

Resolution Of The City Council Of The City Of Emeryville Amending The Membership Composition Of The Parks And Recreation Committee; And Amending The FY2022-23 Local Roster Of Boards, Commissions And Committees Accordingly Recommendation
Staff has no recommendation. Membership compositions of Community Advisory Committees are made at the City Council’s discretion.

Background
The Parks and Recreation Committee (“Committee”) was established on October 2, 2012, by Resolution No. 12-186, with membership including one Planning Commission member. The Committee maintained a standing member of the Planning Commission until January 20, 2021, when former Planning Commissioner Douglas Miguel Guerrero resigned from the Commission.

At the Planning Commission meeting on April 27, 2023, staff again requested a volunteer from the Commission to serve as a standing member on the Parks & Recreation Committee. There were no volunteers.

At the May 2, 2023, City Council meeting, staff asked Council to consider an agenda item to change the vacant position to Planning Commissioner or Community Member. Mayor Bauters requested the item and received majority support.

Discussion
Since January 2021, the Planning Commissioner position on the Parks and Recreation Committee has been vacant. As the seat on the Committee is appointed by the Planning Commission, the City Clerk’s Office has been unable to fill the vacancy.

Staff requests that the City Council amend the Parks & Recreation Committee membership composition to include one “Planning Commissioner or Community Member”, thus allowing them the ability to achieve a full roster in the absence of an interested Planning Commissioner. The Clerk’s Office will advertise the Community Member position during the next recruitment period.

Fiscal Impact
There is no fiscal impact.
