Resolution Of The City Council Of The City Of Emeryville Approving The Scope Of Work For And Authorizing The City Engineer To Advertise For Public Bids For The Construction Of Sanitary Sewer Spot Repairs As Part Of The Sanitary Sewer Rehabilitation Program, Fiscal Year 2023/2024, Project No. 15511005 Recommendation
Staff recommends that the City Council adopt the attached resolution approving the scope of work for and authorizing the City Engineer to advertise the construction of Sanitary Sewer Spot Repairs as part of the Sanitary Sewer Rehabilitation Program for Fiscal Year 2023-2024, Project No. 15511005 for public bids.
Background
The City of Emeryville, along with other East Bay jurisdictions, is under a Consent Decree with the federal EPA to improve the City’s sanitary sewer collection system to reduce infiltration and inflow during wet weather. Additionally, the City is obligated to repair defects in the sewer system that pose an imminent threat to cause an overflow in the sanitary sewer. Accordingly, the City is proceeding with the rehabilitation of the existing sanitary sewer mains throughout Emeryville. For Fiscal Year 2023/2024, the rehabilitation includes 8 spot repairs at various locations throughout the City.
The Capital Improvement Program adopted by the City Council in June 2019 includes funding for the Sanitary Sewer Rehabilitation Program, Project No. 15511005.
Discussion
Public Works Staff is finalizing the plans and specifications for the Sanitary Sewer Spot Repairs, which are part of Sanitary Sewer Rehabilitation Program, Project No. 15511005. Repairs may include trenchless construction, cured-in-place pipe (CIPP), open trench, or other construction methods. Work proposed for Fiscal Year 2023/2024 includes spot repairs and sewer lateral inspections or replacements in the following areas:
Spot Repairs
53rd Street
65th Street
Hollis Street
Lacoste Street
Shellmound Street
Segments Under the Railroad roughly aligned with Ohlone Way between Bay Street and Horton Street West Macarthur Boulevard
The Railroad and 53rd Street areas include multiple spot repairs. The work locations are also shown on Exhibit “A” – Project Location Map.
During construction, traffic and parking will be impacted, however, the specifications will be written to minimize impacts to the public. Staff is working to bid the project such that construction can begin mid-summer/early fall.
Staff requests that the City Council approve the scope of work and authorize the City Engineer to advertise the project for public bids once the City Engineer has reviewed and approved the plans and specifications.
Fiscal Impact
The Engineer’s Estimate for construction is in the order of $420,000. The funding from the Capital Improvement Program appropriations for Project No. 15511005, CIP Book No. SS-01 includes sufficient funding from the Sewer Fund 511 for the Sanitary Sewer Rehabilitation Program to cover the cost of the proposed improvements. The Capital Improvement Program was approved by the City Council of Emeryville on June 6th, 2023.
