Resolution Of The City Council Of The City Of Emeryville Approving The Purchase Of Artworks For The City’s Annual Purchase Award Program Entitled Dollar Store By Emeryville Artist Michael Farruggia And Chroma Clusters #1, #3 And #4 By Erin Fong With Funding Of Up To $11,500 From The Public Art Fund (Fund 243) For The Purchase And Installation Of The Artworks, And Acknowledging John Whitehead’s The Numen Of The Wood As The Honorable Mention
WHEREAS, Article 4 of Chapter 2 of Title 3 of the Emeryville Municipal Code establishes the Contributions for the Art in Public Places Program (“Public Art Ordinance”); and WHEREAS, Section 3-2.404 of the Emeryville Municipal Code establishes the Emeryville Public Art Fund to implement the Art in Public Places Program; and WHEREAS, the City has implemented the annual Purchase Award Program since 2006 in connection with the annual Emeryville Celebration of the Arts Exhibition (“Art Exhibit”); and
WHEREAS, a five-person Selection Panel made up of 1) Derrick Bell as outside arts professional; 2.) Benjamin Bailie Trautman as outside arts professional; 3) Dr. Zoë Chafe as a community member; 4) Frances Gaston as Emeryville Celebration of the Arts (ECA) Board Representative; and 5) Alyssa Chung as City staff representative was appointed by the City Manager on September 15, 2023, based on the September 14, 2023 recommendation of the Public Art Committee (“PAC”), to review the Art Exhibit art works and make a recommendation on the selection of an art work to the PAC, for consideration by the City Council; and
WHEREAS, the Selection Panel convened on October 4, 2023, to review the art works and made a recommendation to select the artwork Dollar Store by Emeryville artist Mike Farruggia or Chroma Clusters #1, #3 and #4 by Emeryville artist Erin Fong and acknowledge whichever work was not selected as an Honorable Mention along with John Whitehead’s The Numen of the Wood; and
WHEREAS, on October 5, 2023, the PAC considered the Selection Panel’s recommendation and recommended that the City Council approve the purchase of both Dollar Store by Michael Farruggia and Chroma Clusters #1, #3 and #4 by Erin Fong and acknowledge John Whitehead’s The Numen of the Wood as Honorable Mention; and WHEREAS, funding in an amount of $24,500 is necessary to cover the purchase, administrative and installation costs associated with the artwork selection, and is available in the Public Art Fund (Fund 243); now, therefore, be it RESOLVED, that the City Council of the City of Emeryville hereby approves $11,500 from the Public Art Fund (Fund 243) for the purchase of Dollar Store by Michael Farruggia and Chroma Clusters #1, #3 and #4 by Erin Fong for installation at a City facility accommodating all the works, for the seventeenth Annual City of Emeryville Purchase DocuSign Envelope ID: 8D8F534F-22CD-4819-9E50-787B4937F838 Resolution No. 23-___
