Resolution Of The City Council Of The City Of Emeryville Authorizing The City Manager To Enter Into A Memorandum Of Understanding With The Emery Unified School District (EUSD) To Provide Youth Programing Funded Through The After School Education And Safety (ASES) Grant, And The Expanded Learning Opportunities Programs (ELO-P) Grant Provided By The California State Department Of Education, In The Amount Estimated At One Hundred And Four Thousand Dollars ($104,000) For ASES And In The Amount Estimated At Three Hundred And Ten Thousand ($310,000) Dollars For The ELO-P Grant For The Academic School Year 2023/2024 Recommendation
Staff recommends that the City Council authorize the City Manager to execute two Memorandum of Understandings (MOUs) with the Emery Unified School District (EUSD) in order to receive funding in exchange for executing youth programing associated with EUSD’s After School Education and Safety and Expanded Learning Opportunity grant programs.

Background
The Afterschool Education and Safety program (ASES) and the Expanded Learning Opportunities Program (ELO-P) programs are designed to provide an opportunity to merge school reform strategies with community resources, and to provide additional assistance to students socially and academically within a safe environment. Programs are required to be created through partnerships between schools and local community resources to provide literacy, academic enrichment, and safe, constructive alternatives for students in kindergarten through grade eight.

EUSD will be providing at least one hundred and four thousand dollars $104,000 for school year 2023-2024 from the ASES grant and at least three hundred and ten thousand dollars $310,000 from the ELO-P grant funding to the City that allows the Community Services Department to operate a robust and free after-school program to all students at Anna Yates. The City’s after school programs continue to be culturally, educationally, and recreationally enhanced beyond what would be offered without these funds.

The 2023/2024 school year funding will continue to be used to enhance the City’s provision of enrichment services, operating supplies, education/training, and the staff required to provide a quality after school program experience.

These funds have allowed the City and EUSD to permit the participation of any student who wants to join the afterschool program as space and staffing allows. Enrollment of students in grades TK-8 in the after-school programs has nearly doubled since the funding has been awarded.

Fiscal Impact
The funds will be used per ASES and ELO-P guidelines to provide part-time Recreation Leader positions as well as professional services, operating supplies, and staff training.
