Consideration Of Travel Authorization For Mayor Bauters Recommendation
This item offers the City Council the opportunity to discuss and authorize City business related travel for Mayor Bauters consistent with the City Council’s adopted Travel Reimbursement Policy.
Background
At the October 17, 2023, City Council meeting Mayor Bauters requested and received majority support to add a future agenda item considering authorizing his travel to speak as one of several US Mayors on a panel about Rail Safety and have meetings with the Federal Rail Administrator, Amtrak, and the Union Pacific Railroad in Atlanta, Georgia between November 16-20, 2023. Mayor Bauters has been invited to be a speaker on a panel that will be a dialogue between mayors and rail executives regarding railroad policy and safety in US cities. His participation has been requested by the National League of Cities.
Discussion
The City Council’s adopted Travel Reimbursement Policy is included as Attachment A. The policy provides for reimbursement of travel expenses related to City business in an amount “limited to the most economical method and the most usually traveled route.” Section B.2 of the policy provides that all out of state travel must be pre-authorized by the City Council.
Fiscal Impact
The fiscal impact of this item will depend on the costs of travel and lodging. The City’s adopted budget includes $8,000 for council member conference attendance and travel.

This item was added during the future scheduling discussion at the October 17, 2023, City Council meeting.

Conclusion
Staff requests the City Council discuss and provide direction regarding the travel request by Mayor Bauters.
