Resolution Of The City Council Of The City Of Emeryville Approving The Scope Of Work For And Authorizing The City Engineer To Advertise For Public Bids For The Construction Of The Sustainable Streetscapes 2024 Project, Project No. EPW23008 (CIP No. 24221005); CEQA Determination: Exempt Pursuant To CEQA Guideline 15301(c)
WHEREAS, the Capital Improvement Program adopted in June 2023 includes funding for the annual Sustainable Streetscapes Project, CIP Project No. 24221005; and WHEREAS, the Sustainable Streetscapes is a yearly project with the main goal of rehabilitation and preventive maintenance of city streets and this maintenance work provides an excellent opportunity to achieve the goals of our ATP plan by reconstructing and reconfiguring the roadway with new multi-modal infrastructure; and WHEREAS, the streets to be rehabilitated were identified as needing rehabilitation in the Pavement Management Program Budget report prepared as part of MTC’s Technical Assistance Program P-TAP in March 2023 and additionally some of the streets were postponed from the FY21/22 Project due to wetter than normal weather in Winter 2022/23; and
WHEREAS, this Project includes work on the following streets:
• 43rd Street (San Pablo Avenue – Adeline Street)
• 45th Street (San Pablo Avenue – Adeline Street)
• 47th Street (Salem Street – Adeline Street)
• 48th Street (San Pablo Avenue – City Limits)
• Salem Street (43rd Street – 45th Street)
• Essex Street (43rd Street – 45th Street)
• West Side of Doyle Street (45th Street – Steve Dain Drive) • Steve Dain Drive (ECCL Pool Entrance – San Pablo Avenue) • Marina Public Parking Lot Areas
• Point Emery Parking Lot
• City Hall Parking Lot
• Fire Station 35 Parking Lot
• Shellmound (62nd Street to 65th Street); and
WHEREAS, this Project includes installation of bike racks at various locations Citywide, additional bus lighting, and enhanced safety at Emeryville Greenway crossings; and WHEREAS, the PS&E package will be substantially complete in December 2023 and ready for bidding in January 2024; and
WHEREAS, there is adequate budget in CIP Project No. 24221005 to complete the Project; and

Sustainable Streetscapes 2024 – Authorize Bids
City Council Meeting | December 19, 2023
WHEREAS, once the City Engineer has reviewed and approved the plans and specifications, they will be ready to advertise for public bids; now, therefore, be it RESOLVED, by the City Council of the City of Emeryville that said Project is determined to be exempt under categorical exemption Class 1 Existing Facilities, State CEQA Guidelines Section 15301(c); and, be it, further
RESOLVED, by the City Council of the City of Emeryville that it hereby approves the scope of work for the Sustainable Streetscapes 2024 Project, Project No. EPW-23007 (CIP No. 24221005); and, be it, further
RESOLVED, by the City Council of the City of Emeryville that the City Engineer is hereby authorized to advertise said Project for public bids once the City Engineer has approved the plans and specifications.
