Resolution Of The City Council Of The City Of Emeryville Approving The Scope Of Work For And Authorizing The City Engineer To Advertise For Public Bids For The Construction Of The Sustainable Streetscapes 2024 Project, Project No. EPW-23008 (CIP No. 24221005); CEQA Determination: Exempt Pursuant To CEQA Guideline 15301(c) Recommendation
Staff recommends that the City Council adopt the above-entitled resolution.
Background
The Capital Improvement Program adopted in June 2023 includes funding for the annual Sustainable Streetscapes Project, CIP Project No. 24221005. Staff is currently working on the plans, specifications, and estimate for the Sustainable Streetscapes 2024 Project, Project No. EPW-23008 (“Project”).
The Sustainable Streetscapes is a yearly project with the main goal of rehabilitation and preventive maintenance of city streets. The city’s roadway network undergoes a cycle of maintenance that provides a Pavement Condition Index (PCI), where the network is regularly surveyed as part of the MTC’s Technical Assistance Program (P-TAP) to determine the condition of all city streets. The yearly maintenance project involves various tasks such as base repairs, crack sealing, slurry seals, rubberized chip seals, pavement overlays, complete street reconstruction, and pavement delineation.
This maintenance work provides an excellent opportunity to achieve the goals of our ATP plan by reconstructing and reconfiguring the roadway with new multi-modal infrastructure. This includes work that matches with the City’s Complete Streets policies such as transit stop improvements, filling sidewalk gaps, greenway trail routing gaps, re-building curb ramps, installing the latest types of bike facilities, pedestrian crossing improvements, green infrastructure, lighting enhancements, signage and landscaping.
Moreover, this project offers opportunities to meet ADA obligations and upgrade our facilities to the latest standards. The goal is to create a safe and comfortable environment for people of all ages and abilities to walk, bike, and roll.
Discussion
This Project will consist of rehabilitation and preventive maintenance of City streets including pothole/base repairs, crack sealing, slurry seals, and minor pavement overlays. Rehabilitation and maintenance work on public streets needs to be coordinated with other City projects, utility company excavations and private development projects on a cycle that sustains a high Pavement Condition Index (PCI) for all City streets.
The streets to be rehabilitated were identified as needing rehabilitation in the Pavement Management Program Budget report prepared as part of MTC’s Technical Assistance Program P-TAP in March 2023. Additionally, some of the streets were postponed from the FY21/22 Project due to wetter than normal weather in Winter 2022/23. This Project includes work on the following streets:
43rd Street (San Pablo Avenue – Adeline Street)
45th Street (San Pablo Avenue – Adeline Street)
47th Street (Salem Street – Adeline Street)
48th Street (San Pablo Avenue – City Limits)
Salem Street (43rd Street – 45th Street)
Essex Street (43rd Street – 45th Street)
West Side of Doyle Street (45th Street – Steve Dain Drive) Steve Dain Drive (ECCL Pool Entrance – San Pablo Avenue) Marina Public Parking Lot Areas
Point Emery Parking Lot
City Hall Parking Lot
Fire Station 35 Parking Lot
Shellmound (62nd Street to 65th Street)
The Project will include bicycle and pedestrian enhancements throughout each corridor. Every crosswalk that is re-surfaced will be re-striped as a continental crosswalk to improve pedestrian safety. Additionally, sidewalk and curb ramp improvements and repairs will be made for areas that have been identified for ADA accessibility.
The Project improvements will also include new traffic calming elements and enhancements to existing traffic calming infrastructure. Various city-owned parking lots are in need of repairs which will be repaired with this project. At the same time, re-configuration of parking spaces, drive aisles, and ADA parking spaces will be considered.
On Shellmound Street, staff see an opportunity to fulfill parts of the ATP plan by installing a class IV bike lane between 62nd Street and 65th Street. This work will tie into the work being completed by the Quiet Zone project in late 2023.
Included with this project will be multiple citywide quick-build upgrades including:
Solar lighting at existing transit stop locations without lighting New bike parking at areas around the City that have been identified by Bike East Bay Enhanced safety at Greenway crossings
This Project is determined to be exempt under categorical exemption Class 1 Existing Facilities, State CEQA Guidelines Section 15301(c).
Staff is recommending that Council authorize the City Engineer to prepare bid documents for the construction of these improvements and advertise the Project for public bids.
