Staff recommends that the City Council / Successor Agency consider and adopt the respective above-entitled resolutions, setting the regular meeting calendars for February 2024 through January 2025.
Background
On December 20, 2022, the City Council and the City of Emeryville as Successor Agency to the Emeryville Redevelopment Agency (“Successor Agency”) adopted Resolution Nos. 22-180 and SA22-22, setting a regular meeting calendar for the period February 2023 through January 2024.
Discussion
According to the City Council’s Rules of Procedure, Section 2.2, the City Council / Successor Agency regularly meets on the first and third Tuesdays of each month, unless the meeting is cancelled due to an insufficient number of agenda items. Historically, the City Council / Successor Agency has not convened during the month of August for summer break, or on the first Tuesday of January. Major religious holiday observances are also taken into consideration when planning the regular meeting calendar.
The Management of Emeryville Services Authority, the Emeryville Public Financing Authority, and the Community Development Commission of Emeryville will continue to hold their annual regular meetings concurrently with the first regular meeting of the City Council in July, unless cancelled due to an insufficient number of agenda items. All other meetings of these agency bodies will be scheduled as special meetings as needed, with dates to coincide with the City Council regular meeting schedule, unless otherwise amended.
The City Council Chambers will be undergoing a substantial upgrade to the audio and visual equipment during the month of January 2024. Due to the pending construction, the City Council / Successor Agency meeting scheduled for January 16, 2024, will be held at the Emeryville Center of Community Life, Building A Community Room, located at 4731 San Pablo Avenue, Emeryville, California, and via teleconference.
Staff also proposes alternate meeting dates for December 2024 and January 2025. Staff proposes scheduling only one regular meeting for December 10, 2024, to allow for a full 30-days after the November 5, 2024, General Election for the Alameda County Registrar of Voters to certify the election results. Staff would then propose to schedule two regular meetings in January 2025 (January 7 and January 21) to compensate for only having one scheduled regular meeting in December 2024.
