Resolution Of The City Council Of The City Of Emeryville Authorizing The City Manager To Execute A Third Amendment To The Universal Building Services Maintenance Contract for Additional Janitorial Services At Huchiun Park For A Total Increased Amount Of $17,976, And A Total Not To Exceed Contract Amount Of $1,332,210 Recommendation
Staff recommends that the City Council approve the above-entitled resolution approving a Third Amendment to the Universal Building Services maintenance contract to add janitorial cleaning services for the new Portland Loo at Huchiun Park.
Background
The City currently contracts for janitorial services with Universal Building Services at the Civic Center, the Child Development Center, the Police Department, Recreation Center, Senior Center and City Parks. On July 23, 2019 the City Council authorized the City Manager to enter a three-year maintenance contract with Universal Building Services and Supply (UBS) Company Inc. for fiscal years 2019/20, 2020/21, 2021/22, and authorized the City Manager to execute up to two additional one-year extensions not to exceed $271,725 the first year, and $281,235 the second year contingent upon the City Council appropriating funds for the applicable fiscal year, for a total contract value not to exceed $1,314,233.
In August 2019 the City Council approved a Planned Unit Development (PUD) and a Preliminary Development Plan for the former Sherwin Williams paint factory site. The development also created approximately 3.53 acres of public park/open space area, which included a public Portland Loo restroom. On October 28, 2023 Huchiun Park was officially opened.
DISCUSSION
Huchiun Park has one restroom to be cleaned and replenished with supplies twice a day, seven days a week. Pursuant to this contract amendment, contract capacity has been added to allow for this work to occur for the remainder of the fiscal year, for a total cost of $17,976, and a total contract value not to exceed $1,332,210.
Fiscal Impact
Funding in the amount of $17,976 for this contract amendment will be transferred from project 15650008 General Maintenance Program to operating account 4060-77080 in order to cover the cost of this contract amendment.
Staff Communication with the Public
The City of Emeryville has communicated with the public regarding the new Huchiun Park through the City of Emeryville website.
Conclusion
Staff recommends that the City Council approve the above-entitled resolution approving a Third Amendment to the Universal Building Services and Supply Co. Maintenance Contract to add additional janitorial service at Huchiun Park.
