Staff recommends that the City Council adopt the attached resolution authorizing the City Manager to execute a contract with the California Department of Education for the purpose of providing child care and development services, and to authorize the City Manager to sign contract documents for fiscal year 2024–25, the continuing funding application, and all related contract documents and any future amendments, and appropriate said funds when received to accounts 230-53600 and 230-52300.
Background
The Emeryville Child Development Center is eligible to receive funding from the California State Department of Education on a yearly basis for its child services program to subsidize the costs of providing childcare to low-income families. The funds are used to provide specific education and care programs for children in the Pre-K program. The contract terms are initially negotiated by the Child Development Fiscal Services (CDFS) based on the application for funding and are tailored to fit what the Center needs to operate the program.
Fiscal Impact
The Approved Budget for FY 2023-2024 included $156,700 and $221,427 is expected in State and Federal grant revenue for FY 2023-2024. The FY 2024-2025 budget is estimated to be $374,753. In addition, funding of this contract is contingent upon appropriation and availability of sufficient funds. This contract may be terminated immediately by the State if funds are not appropriated or available in amounts sufficient to fund the State’s obligations under the contract.
Upon receipt, funds will be appropriated to accounts 230-53600 and 230-52300.
