Resolution Of The City Council Of The City Of Emeryville Authorizing The City Manager To Enter Into A Third Amendment With West Coast Arborists Services Inc. Maintenance Contract to Add Additional Tree Trimming And Removal Maintenance For A Total Increased Amount of $75,000, And A Total Not To Exceed Contract Amount of $735,871 Recommendation
Staff recommends that the City Council approve the above-entitled resolution adding $75,000 of additional work scope to the existing West Coast Arborists Inc. Tree Trimming and Tree Removal Services contract for a total amount not to exceed $735,871.

BACKGROUND
The City and Contractor entered into a Maintenance Services contract dated March 26, 2020 (“Contract”) for the purpose of retaining services of the Contractor to provide various tree related maintenance work. This included on-going tree trimming, tree removal, stump removal, new tree planting, replacement of diseased and/or damaged trees, and providing seasonal pruning to ensure public safety and enhance and improve the City’s appearance and quality of life.

DISCUSSION

In the January 2023 and February 2024 storms the Emeryville Marina experienced high winds, resulting in uprooted trees. The additional contract amount is necessary due to this storm season that required removal of these uprooted trees. Furthermore, additional trimming of existing stressed and diseased trees in locations like Temescal Park was needed to mitigate risks associated with the heavier than normal winds and additional rain.

West Coast Arborists Inc. will schedule additional tree trimming work until the expiration of the contract on June 30, 2024. Special attention will be given to the Emeryville Marina, the Greenway, City parks, and other at-risk locations.

The proposed contract amendment adds an additional contract amount of $75,000 through fiscal year 2023-2024 and consists of various tree maintenance activities described earlier.

Fiscal Impact
The cost for additional tree work through the end of the fiscal year is $75,000 and funds are available in operating funds account 4060-77520.

Staff Communication with the Public
The City of Emeryville has communicated to the public regarding necessary tree work during the 2024 storm season via the City of Emeryville’s website and with City social media accounts.

Conclusion
Staff recommends that the City Council approve the above-entitled resolution to add an additional $75,000 to the Citywide Tree Maintenance contract with West Coast Arborists Inc. for a total contract amount not to exceed $735,871.
