Resolution Of The City Council Of The City Of Emeryville Authorizing The City Manager To Enter Into A First Amendment To The Professional Services Contract With Patatas, LLC. To Increase Food Service To Include Friday Meals At A Cost Not To Exceed An Additional $17,000 And Increase 5200-73600 Food Supplies By $6,400 And Transfer $23,400 From Measure F Fund 267-99650 To Fund 230-69994 Recommendation
Staff recommends that the City Council authorize the City Manager to enter into a first amendment to the professional services contract with Patatas, LLC. to increase food service to include Friday meals at a cost not to exceed an additional $17,000 and increase 5200-73600 food supplies by $6,400 and transfer $23,400 from measure F Fund 267-99650 to fund 230-69994.

Background
The Emeryville Child Development Center (ECDC) has been in operation for over 40 years. The Center is open ten and half hours per day, Monday through Friday, 247 days per year. The program currently has 56 participants. As part of the program offering and as a requirement of receiving funding from the State of California, Department of Education for subsidized childcare for low-income families, the City is required to provide meals to the children throughout the day under the Child and Adult Food Care Program (CACFP). For many years the Center was staffed by an on-site cook to prepare the meals. After an extensive evaluation of food service at the Center, the City decided that contracting out the meal program would allow ECDC to provide a reliable, quality meal program on a consistent basis. The City has been contracting out food services at ECDC since 2013.

Discussion
On September 5, 2023, the City of Emeryville entered a Professional Services Agreement with Patatas, LLC. to be the food vendor for ECDC providing lunch and milk service, Monday-Thursday.

After several months of ECDC staff providing Friday lunch meals, it was determined that due to the amount of staff time to shop and prepare and the cost of food supplies, it would be more efficient to add Friday lunch service to the current contract with Patatas, LLC. Following discussions with City staff and the contractor, Patatas, LLC. agreed to provide Friday lunch service for the remainder of the current contract.

Staff will continue to purchase breakfast and snacks that adhere to the food guidelines set forth by the Child and Adult Care Food Program.

Fiscal Impact
The original yearly contract with Patatas was in the amount of $115,000. We estimate the cost increasing by $17,000 with the addition of Friday meals for a total of $132,000.

The annual funding to cover the Friday meals, breakfast and snacks, for FY 23/24 budget was $31,500. To continue providing breakfast and snacks every day at 16 weeks x $400 per week is an additional $6,400 required which would come to a total of $37,900.

The total additional funding needed is $17,000 + $6,400 equaling $23,400.
