Resolution Of The City Council Of The City Of Emeryville Authorizing The City Manager To Enter Into A Professional Services Contract In The Amount Of $250,000.00 With MIG For Professional Design Consultant Services For The Powell Street Redesign Project As A Part Of ATP Studies Project SUT-02 (CIP Project #24475018); Appropriating $50,000 From Fund 475 In CIP No. 24475020 Into CIP No. 24475018
WHEREAS, on March 14, 2024, the Public Works Department invited qualification submittals from various design firms for “Professional Design Services for the Powell Street Redesign”; and
WHEREAS, on April 18, 2024, the City received proposals from four consultant teams and two of the four teams demonstrated detailed understanding of the project at-hand, compiled strong teams, formulated well thought-out approaches to the project, and showed ample technical expertise from past projects; and WHEREAS, City staff was most comfortable with the approach, experience, and understanding of the City’s needs from MIG; and
WHEREAS, after notifying all proposers of the results, City staff entered into negotiations with MIG following Local Assistance Procedures Manual (LAPM) guidelines; and WHEREAS, City staff recommends executing a Professional Services Contract with MIG with a termination date of December 31, 2025 in order to ensure that this consultant provides full support during the planning and concept design phases for the Project; and WHEREAS, City staff has determined that specialized knowledge, skills, and training are necessary to render the services to do the work contemplated under this Contract; and WHEREAS, City staff has determined that MIG is qualified by training and experience to render such services; and
WHEREAS, the Contractor desires to provide these services for a total amount not to exceed $250,000.00; and
WHEREAS, the public interest will be served by this Professional Services Contract; and WHEREAS, the project funding can be supplemented from Park Studies (CIP# 24475020) because the project includes public realm and park improvements for the Bay Trail along Powell Street and path improvements within and bike lane improvements through Marina Park; and
WHEREAS, the Project’s contract shall be funded as follows:

RESOLVED, by the City Council of the City of Emeryville that the City Manager is authorized to execute a Professional Services Contract with MIG in the form attached hereto as Attachment A, for a total contract amount not to exceed $250,000.00.
