c. 10-3.57.2 Payment for Bid Item 57
Payment for “Cold Plane Asphalt Concrete Pavement (3" Minimum Depth)” shall be made on a square yard basis for the milling depth indicated on the bid proposal, and shall include full compensation for furnishing all labor, materials, tools, equipment, and incidentals, and doing all the work involved in cold planing, off-hauling, and properly disposing of ground pavement material at a licensed, and pre-approved disposal or re-cycling facility including payment of all required fees, as specified in these Special Provisions and as directed by the Engineer.

16.Part C – Section 10-5.58, add the following section:
a. Section 10-5.58 Bid Item 58 - Hot Mix Asphalt (1/2” Asphalt Concrete) This item shall include all work to install 1/2" Type B, PG 64-10 emulsion asphalt concrete conforming to the requirements of Section 92 “Asphalts” of the Standard Specifications for the 3" minimum thickness overlay at all DocuSign Envelope ID: 0161908F-3159-4861-8C70-4F1224BAEE5D EPW - 23008 Addendum No. 2 Page 10 of 13
paving locations in order to reconstruct the roadway surface back to its original grade.

Paving edges and seams shall occur along lane lines only and not within the lane itself.

Asphalt Concrete shall be Type B and shall conform to the provisions of Section 39 “Asphalt Concrete“ of the Standard Specifications. At each digout removal location and within the same workshift that material removal has occurred, new Type B, PG 64-10 emulsion, 1/2” maximum asphalt concrete conforming to the requirements of Section 92 “Asphalts” of the Standard Specifications shall be placed to a grade level with the surface that was ground.

Where any cold plane exceeds 2”, the asphalt shall be replaced within 24 hours after the commencement of the milling. Where the cold plane exceeds 2”, the asphalt shall be replaced utilizing a minimum of 2 lifts (1.5” minimum per lift) with the following criteria: the base course lift(s) shall be completed the same day as the completion of the cold plane; and upon completion of the base course replacement pavement, the base course surface may only be 0.10’ minimum to 0.125’ maximum below the original asphalt surface elevations, and the finish coarse shall be replaced within 5 working days after initial commencement of milling. The Contractor shall be subject to liquidated damages as described in Part B of these Special Provisions if they fail to replace the asphalt as described above within the given timeframe.

A paving machine that picks up the asphalt concrete material from a windrow then spreads the material to a specified thickness may be used.

However, the Engineer may require the Contractor to use a paving machine which accepts the asphalt concrete material directly from the delivery truck, at no additional cost to the City, if the temperature of the asphalt concrete in the windrow cannot be maintained above the lower temperature limit specified in the Standard Specifications, or if the windrow blocks access to any driveway or side street for more than fifteen minutes prior to the paving machine spreading the asphalt concrete material.

The Engineer reserves the right to suspend delivery of AC to the jobsite to ensure the AC placement operations are completed and the full traveled way is opened to traffic prior to the time limits specified in Part C, Section 1-5.0 “Maintaining Traffic” of these Special Provisions.

Where new pavement joins an existing pavement, the surface will be inspected for smoothness of the seam between the two surfaces. When a DocuSign Envelope ID: 0161908F-3159-4861-8C70-4F1224BAEE5D EPW - 23008 Addendum No. 2 Page 11 of 13
six feet long straightedge is laid across the seam between "new" and "old" pavement, the surface shall not vary more than 0.03 feet from the lower edge. At join lines along new concrete gutters or where the existing asphalt pavement has been removed, the finished surface shall not vary more than

0.00' to 0.05' higher than the concrete surface that is being joined. On existing or proposed bike routes the finished surface shall not exceed 0.02' above the gutter lip.

The contractor shall note that many of the projects side streets off of Hollist Street are on “bicycle boulevards.” The riding surface will be tested for uniformity and smoothness. It is highlighted for the Contractor to maintain the uniformity and smoothness beyond just the driving surface to the edge of pavement areas as bicycles will use the entire paved surface. A “washer board” surface will result in rejection of the work.
b. 10-3.58.1 Payment for Bid Item 58
Payment shall be at the contract unit price per ton of 1/2” Asphalt Concrete furnished and placed and shall include full compensation for furnishing all labor, materials, tools, equipment and incidentals, including asphalt concrete, tack coat and paint binder placement.

17.Part C – Section 10-5.59, add the following section:
a. Section 10-5.59 Bid Item 59 – Adjust Utility Vault to Grade This item includes, but is not limited to, the adjustment of utility vaults in areas where cold planning and new dense-graded asphalt concrete (DGAC) is being constructed. Additionally, this item includes coordination with respective Utility if they deem vault in need of replacement (full replacement would be at Utility’s cost).

Frames and covers of vaults shall be adjusted to grade in accordance with the provisions in Section 15-2.05, "Reconstruction," of the Standard Specifications and these Special Provisions.

The Contractor shall adjust vault frames and covers to range from flush to 1/4" above the finished grade of the adjacent pavement. Utility may require Contractor to protect-in-place instead of adjustment, and Contractor will need to adjust surrounding asphalt to sit flush with lips of vault. Exposed covers, lids and boxes shall be made safe for vehicular, bicycle and pedestrian traffic passage.
b. 10-3.59.1 Payment for Bid Item 59
Full compensation for furnishing all labor, materials, tools, equipment, and incidentals, and for doing all the work involved in adjusting vaults, frames and covers to grade, shall be included in the contract unit price paid for DocuSign Envelope ID: 0161908F-3159-4861-8C70-4F1224BAEE5D EPW - 23008 Addendum No. 2 Page 12 of 13
each adjustment location, as specified in the Standard Specifications, and these Special Provisions, and as directed by the Engineer. Payment will still be made if Utility deems the vault to be protected in place, and the payment shall be made in the contract unit price paid for each location which involves doing all the work involved (utility coordination and any additional asphalt forming around the frame).

Question Answer
1 Please advise on Section 1, Bidder’s Checklist,
No. 6 (Waste Management Plan), pgA-1.

The trash that we generate at out project
locations would be considered general waste.

There is no recycling of the material. Please
advise if No.6 would not apply to this project?
This will be required on the project and
will be a submittal if awarded the
contract.
2 Bid Item 7 pays by the ton however there are
multiple products involved with that bid item.

Special Provisions page C-34/35 call for
Microsurfacing to be paid for by the SF. Can
you please clarify or add an item for this work.

Title for Bid Item 7 has been revised to
"Type 3 Micro-Surfacing Leveling
Course." This bid item will be paid out
per SF. The locations for this bid item
are in the Marina Parking Lot areas.

Type I/Type II Slurry Seals or Type III
Microsurface Treament will be applied
on top of the leveling course, but will be
measured and paid in their respective
bid items.
3 Within the plans, the construction legend
references Sheet C40 multiple times. Can you
please provide or clarify.

See "EPW-23008 Construction Plans
(Addendum No 2)". Construction
Legends have been updated to refer to
Sheet "D-03"
4 Can you breakout the LF of Crack Repair vs
Crack Fill (bid item 5)?
Payment method updated to separate
out the two methods. Crack Fill will be
paid by LF in Bid Item 5. Crack Repair
will be paid by TON as part of Bid Item

DocuSign Envelope ID: 0161908F-3159-4861-8C70-4F1224BAEE5D 5 Detail 7 on sheet D-03 doesn’t call out what
type of surface treatment to be placed over
digout. For example on sheet L-24 what
surface treatment to be placed over the
Digout.

Digout Detail shows Surface Treatment
Detail 5 which should correspond to the
surrounding area's surface treatment.

Digouts should be completed prior to
final surface treatments. If digout is in
Type I/II slurry area, it should get Type
I/II slurry on top. If digout is in Type III
microsurfcacing area, it should get Type
III microsurfacing on top. If digout is in
mill/fill area, refer to Section 10-3.10.

See Addendum No. 2 changes to
Section 10-3.10
6 What will be the phasing requirements for
closing lots down at the marina?
Phasing is to be determined at future
pre-construction meetings, but parking
lot access/use will be required through
weekend periods.
7 What will be the phasing requirements for
closing fire station parking?
The Fire station has available parking in
front of building on street and access to
garage from street. No special phasing
requirements are anticpiated.
8 What will be the phasing requirements for
closing town hall parking?
The City Hall parking lot has available
parking in front of building on street. No
special phasing requirements are
anticpiated.
9 Bid item 6 and 7 call for Type 2 slurry over the
AR Chip Seal. However, plans call for Type 1
(ex. construction legend L-16)
See Answer # 2.

Bid Item 7 should be leveling course
only, but will have a final surface
treatment (Bid Item 6) placed on top.
10 Page B-16 says that the contractor to do
minimum 40% with its own forces. Is that
excluding items specified as specialty items?
Correct, specialty items are excluded in
the calculation unless the Prime
Contractor is completing with their own
work forces.
11 Detail 7/D-03 Pavement Digout shows a
conform grind and refers to detail 2 which says
4' minimum. Will all perimeters of digouts
have this conform grind? Also wanted to
confirm that the conform grind area is paid as
square footage for the digout.

Yes, all digouts will have this conform
grind. The conform grind square
footage is not included in the square
footage of the digout, but is included in
the work required for the digout.
12 For the speed cushion I wanted to verify that
they are per each 6'x7' section, not per each
location which would include 2+ sections.

Correct, these are per each 6'x7'
cushion.

DocuSign Envelope ID: 0161908F-3159-4861-8C70-4F1224BAEE5D 13 The curb ramp locations are unknown so can
you specify a maximum size or change the bid
item to square feet instead of per each? Also,
the specifications say that we are to include
asphalt replacement to meet the 5% slope in
the street at the curb ramps. Without knowing
where these are at it is impossible to quantify.

In worst case scenario that could include
replacing asphalt to beyond the crown of the
road. Can you make this a separate unit price
item?
See Addendum No. 2.

Bid Item 17 is modified. Pavement
removal and replacement to comply with
5% cross fall will be paid in Bid Items
10, 11, or 12. Pavement removal and
replacement to facilitate forms is
included in the respective bid items
requiring the work.

Bid Items 60 and 61 were added for
additional sidewalk areas and
curb/gutter areas beyond the existing
ramp areas.
14 Asphalt plugs are included in the misc items so
is the plug measured for payment too (i.e. will
the 12" plug be added to the square footage
quantity for bid item 16 pcc valley gutter)?
See Addendum No. 2.

Pavement removal and replacement to
facilitate forms is included in the
respective bid item requiring the work.

Pavement R&R to comply with 5%
crossfalls will be paid in Bid Items 10,
11, or 12.
15 Do you have a list of locations where the bike
racks will be installed?
Bike Racks will be marked in the field by
the Engineer and during site walkthroughs with Contractor. See Part C - Section 6.53.1, "Locations will be on
same streets included in Project areas
or within ½ mile of Project Areas."
16 When do you anticipate starting construction
on this project?
May 2024. We anticipate starting
construction soon after Contract
execution which is expected by end of
April 2024.
17 This RFI is in regard to Bid Item #7. Can you
please clarify what the City is wanting with this
bid item? Is it solely an HMA Leveling Course
or is it a Type 3 Micro Leveling Course as
shown in the below “Measurement and
Payment” description? Does this item also
include the Asphalt Rubber Cape Seal or is the
Asphalt Rubber Cape Seal only in Item 6?
See Answer #2.

Bid Item 7 was intended to be Type 3
Micro-surfacing leveling course paid per
SF. The Asphalt Rubber Chip Seal is
included in Bid Item 6.
