Resolution Of The City Council Of The City Of Emeryville Authorizing The City Manager To Purchase Four 2024 F150 Lightning EV Trucks With Racks, Lights, And Directional Equipment To Be Used By The Emeryville Public Works Department For A Total Not To Exceed Amount Of $274,970.76 To Be Paid From The Vehicle Replacement Fund 660-9120

RECOMMENDATION
Staff recommends that the City Council approve the above-entitled resolution to purchase four 2024 F150 Lightning EV Pro Super Crew Trucks with racks, lights, and directional equipment for use by the Emeryville Public Works Department. The purchase would utilize or “piggyback” off the existing Alameda County contract 110-23 Master Contract No. 901979 Procurement Contract No. 22888 with San Leandro Ford (See Attachment A), in accordance with Emeryville Municipal Code section 3-6.02(c)(2).

BACKGROUND
The City of Emeryville’s Climate Action Plan (CAP) 2.0 was adopted in 2016. The CAP builds on the progress made by the previous CAP (adopted in 2008) and incorporates new state mitigation targets and rapidly evolving technology. In accordance with the State of California targets, the City of Emeryville aims to reduce greenhouse gas (GHG) emissions to 40% below baseline levels by 2030 and 80% below baseline levels by 2050. The CAP aims to reduce emissions from the City’s vehicle fleet by 30% (see Article I of the implementation plan for 2030 and Objective 16 of Local Government Operations).

In 2022, the City Council authorized staff to make a purchase of five EV trucks. This reduced the Public Works’ inventory of internal combustion engine vehicles by 28%. The vehicles were put into operation as staff received them at the end of 2023 and beginning of 2024.

DISCUSSION
The Public Works division has a fleet of vehicles, many of which have reached the end of their planned operating life. The replacement cycle for these vehicles is generally 10 years but can vary depending on the vehicle type. The four vehicles that are currently proposed for replacement as part of this council resolution are two 2011 Ford F250 Cab Pickups, and two 2013 Ford F250 Cab Pickups, all of which have passed their 10 year life span and are due for replacement.

Currently, Emeryville’s Public Works Department has 18 vehicles. With this recommended purchase and subsequent auction of legacy vehicles, Emeryville’s Public Works fleet will reduce its inventory of internal combustion engines by 22%. When combined with the previous purchase of five EV trucks authorized in 2022, there will be a 50% reduction in the Public Works inventory of gas vehicles. Staff expect actual emissions reductions by the department’s fleet to be greater than 50%, since the vehicles that are being replaced are used daily, whereas the remaining vehicles that run on gas are specialty vehicles used only when necessary. These include vehicles such as the vacuum truck, dump trucks, and super duty trucks meant for towing very heavy loads. In general, the new EV trucks have been adequate for day-to-day towing needs.

Alameda County conducted a Request For Proposals for electric vehicles for their own fleet program, soliciting pricing from Ford Dealerships. San Leandro Ford was awarded a contract for the purchase of F150 Lighting trucks in 2021. The City is “piggybacking” off the County’s existing contract with San Leandro Ford under an exception to the competitive bidding process normally required by the Emeryville Municipal Code. The exception allows for a purchase combined with that of another public agency of the State, provided that such public agency followed the competitive bidding practices which comply with applicable legal requirements (see EMC section 3-6.02(c)(2)). Using this procurement exception will save many hours of staff time and City funds that would normally be spent on bidding and procurement, and the City will be able to purchase the vehicles at the same competitive price as the County.

Further, it is the City’s understanding that San Leandro Ford will be ending its program with the County and no longer processing orders after September 30, 2024. To take advantage of this opportunity, Public Works staff have placed an order to hold four vehicles pending City Council approval of this purchase. The hold can be canceled at no cost to the City at any time.

If the City Council approves the purchase, the vehicles are scheduled for delivery 14 to 18 weeks after the beginning of production in February 2025.

FISCAL IMPACT
Vehicle costs are $68,742.69 per vehicle under Alameda County’s contract and with the addition of racks, lights, directional equipment, and sales tax, the total is $274,970.76 for all four EV trucks. The cost breakdown for each vehicle is set forth in Attachment B, and the total cost for all four trucks is set forth in Attachment C. Funds for this purchase are available in Vehicle Replacement Fund 660-91200.

STAFF COMMUNICATION WITH THE PUBLIC
None.

CONCLUSION
Staff recommends that the City Council approve the above-entitled resolution to purchase four 2024 F150 Lightning Pro Super Crew EV trucks with racks, lights, and directional equipment for use by the Emeryville Public Works Department.
