SUBJECT:
Resolution Of The City Council Of The City Of Emeryville Authorizing The City Manager To Accept A Mass Care and Shelter Trailer from the County of Alameda Recommendation
Staff recommends that the City Council adopt a resolution accepting a mass care and shelter trailer from the County of Alameda.
Background
Alameda County used Urban Areas Security Initiative (UASI) grant funding to outfit trailers with mass care and casualty supplies as part of their Alameda County Op Area Mass Care and Shelter Program. Alameda County officials then offered a limited number of trailers to partner agencies within the County, with the intention that care and shelter assets would be available in multiple areas of the County during an emergency. The trailer and supplies would become the property of the partner agency to be used in any disaster or emergency. The trailer and supplies would also be available for a Coastal Region Mutual Aid incident.
The trailers are stocked with 150 regular cots and 10 ADA cots, as well as basic shelter supplies.
Emeryville officials responded to the offer and Alameda County officials endorsed the transfer of one of the Mass Care and Shelter trailers to the City of Emeryville.
Discussion
As part of the original grant program, Emeryville would agree to allow Alameda County Office of Emergency Services (OES) personnel to inspect the trailer periodically and make the trailer available if needed during Coastal Region Mutual Aid incidents. Emeryville staff are responsible for maintaining the trailer and supplies. Alameda County OES staff are in the process of drafting a written agreement regarding the transfer of the trailer to the City of Emeryville. Staff expects to receive and execute the agreement at some point in the near future.
The benefit of accepting this trailer is increasing the City’s capacity for setting up emergency shelters. The trailer allows for immediate and flexible deployment of shelter supplies particularly if the primary and secondary shelter locations are full or unavailable due to damage.
Fiscal Impact
The City would be responsible for DMV registration of the trailer and insurance. Maintenance of the trailer can be completed on existing staff time.
Staff Communication with the Public
As of this time there has been no communication with the public.
Conflict of Interest
None.
Conclusion
This trailer offers a great opportunity for the City of Emeryville and enhances the City’s emergency response capabilities. Staff recommends adopting the resolution to authorize the City Manager to accept the Mass Care and Shelter Trailer from the County of Alameda.
